Barrera, City Clerk V <br />SUBJECT: APPROVAL OF SOLE SOURCE, DECISION MANAGEMENT <br />COMPANY, INC. FOR SYSTEMS UPGRADE <br />DATE: August 28, 2002 <br />BACKGROUND: <br />On April 15, 1997, City Council approved a stand-alone automated electronic records <br />management/optical imaging system. Questys Text and Image Management System is a turn -key <br />operation and a Registered Trademark of Decision Management Company (DMC). The scanning <br />station was placed in the City Clerk's Office. <br />On April 20, 1999, City Council approved the purchase of additional scanning stations that <br />included the conversion from a Juke -Box System (16 two-sided disks) to the RAID System which <br />has an unlimited storage capacity. This brought the number of scanning stations to six. <br />In addition the City Clerk's Office has purchased an additional scanning station located in the <br />immediate work area, bringing the total of scanning stations throughout the City to seven. The <br />Questys Systems continues to be upgraded as technical advances occur and the City is currently <br />running Questys 2000. The latest version of the Questys software (Questys 2002) is now available. <br />DISCUSSION/ANALYSIS: <br />In April of this year DMC attempted to load the latest text Questys 2002 and discovered that the <br />equipment is becoming and has been rendered obsolete by new operating systems and database <br />managers. This obsolescence is the cause of slow response times, and the situation would not be <br />improved but be magnified by the upgrade to Questys 2002. <br />Since the City continues to expand the system to other departments, it is necessary to update the <br />entire system and add the Questys 2002 software. DMC is the only company authorized to provide <br />the Questys Text and Imaging Management System. Thus, upgrades to the Questys system must <br />similarly be performed by DMC as a sole source provider. <br />FINANCIAL IMPACT: <br />On April 16, 2002, DMC submitted recommendations that would upgrade the system hardware and <br />listed hardware components that need replacing (see attached Exhibit A). <br />1 <br />
