EXHIBIT A <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COMMISSION MEETING OF AUGUST 14, 2002 <br />TO: Chairperson Luna and Commissioners <br />FROM: Carolina P. Barrera, City Clerk <br />Historic Preservation Staff Liaison <br />SUBJECT: Public Hearing to consider the Designation of Historic Landmark #47, <br />located at 140 West C Street <br />DATE: August 9, 2002 <br />BACKGROUND: <br />On February 10, 2000, Owner Carmen E. Jimenez submitted an Application for Landmark <br />Designation. During the period of 1988 and 1992 Management Sciences Applications, Inc. <br />conducted an identification and evaluation of historical and architectural resources and 140 <br />West C Street was identified as eligible for the City of Colton's Historic Properties Register. <br />Furthermore, the Project Area is located west of and adjacent to the western border of the La <br />Cadena Drive Historic District. In 2001, the Project Area was associated with the City's Raynor <br />Neighborhood, a north addition to the original townsite of Colton. <br />DISCUSSION /ANALYSIS: <br />The residential dwelling at 140 West C Street was constructed during ca. 1937-1938. It is a <br />single -story, English Bungalow Style with Medieval/Tudor accents residence, as well as the <br />mature landscape architecture and a English Bungalow Style with Medieval/Tudor accents <br />garage. The residence, landscape architecture and garage have been well maintained. In <br />general, all of these features exhibit excellent integrity. This property complements the other <br />Bungalows on the southern side of West C Street, as well as the other architecture within the <br />Raynor Neighborhood and the nearby La Cadena Historic District. <br />A Historical Resources Investigation was conducted by John Stephen Alexandrowicz, RPA, <br />Archaeological Consulting Services (ACS) on April 22, 2002 and reports since the site was <br />evaluated significant in 1992 and as a significant historical resource on an individual and district <br />basis and the following recommendations are made to preserve the significant resource: <br />1. No modifications to the design/construction elements, including facades, roof, windows, <br />and all other elements. Any changes in the architectural fabric of the dwelling and/or <br />garage would compromise the historic character of this significant dwelling, as well as <br />the architectural flavor in the remainder of the neighborhood. <br />
