EXHIBIT A CITY OF COLTON AGENDA REPORT FOR COMMISSION MEETING OF AUGUST 14, 2002 TO: Chairperson Luna and Commissioners FROM: Carolina P. Barrera, City Clerk Historic Preservation Staff Liaison SUBJECT: Public Hearing to consider the Designation of Historic Landmark #47, located at 140 West C Street DATE: August 9, 2002 BACKGROUND: On February 10, 2000, Owner Carmen E. Jimenez submitted an Application for Landmark Designation. During the period of 1988 and 1992 Management Sciences Applications, Inc. conducted an identification and evaluation of historical and architectural resources and 140 West C Street was identified as eligible for the City of Colton's Historic Properties Register. Furthermore, the Project Area is located west of and adjacent to the western border of the La Cadena Drive Historic District. In 2001, the Project Area was associated with the City's Raynor Neighborhood, a north addition to the original townsite of Colton. DISCUSSION /ANALYSIS: The residential dwelling at 140 West C Street was constructed during ca. 1937-1938. It is a single -story, English Bungalow Style with Medieval/Tudor accents residence, as well as the mature landscape architecture and a English Bungalow Style with Medieval/Tudor accents garage. The residence, landscape architecture and garage have been well maintained. In general, all of these features exhibit excellent integrity. This property complements the other Bungalows on the southern side of West C Street, as well as the other architecture within the Raynor Neighborhood and the nearby La Cadena Historic District. A Historical Resources Investigation was conducted by John Stephen Alexandrowicz, RPA, Archaeological Consulting Services (ACS) on April 22, 2002 and reports since the site was evaluated significant in 1992 and as a significant historical resource on an individual and district basis and the following recommendations are made to preserve the significant resource: 1. No modifications to the design/construction elements, including facades, roof, windows, and all other elements. Any changes in the architectural fabric of the dwelling and/or garage would compromise the historic character of this significant dwelling, as well as the architectural flavor in the remainder of the neighborhood.
