Barrera, City Clerk SUBJECT: Public Hearing to consider the Designation of Historic Landmark #49, located at Cesar Chavez Park, 670 North Colton Avenue DATE: August 27, 2002 BACKGROUND: On August 14, 2002, the Historic Preservation Commission (see attached Exhibit A) reviewed and approved the designation of the following site as a Historic Landmark within the City of Colton: Landmark #49 Concrete Picnic Tables and Benches Cesar Chavez Park 670 North Colton Avenue This site is a significant historical resource on an individual and neighborhood/district basis. DISCUSSION/ANALYSIS: The Concrete Picnic Tables and Benches at Cesar Chavez Park were constructed in 1921 and are attributed to the Eclectic, Art Moderne Style. Newman Parmer and Ezra Elgan, Contractors and Builders, who lived and worked in the City of Colton, constructed them. The picnic tables and benches are intrinsically associated with the opening of the Colton Memorial Park on May 21, 1921, a significant event in the City of Colton's history. In addition, Parmer and Elgan, the Colton's Woman's Club, and the Colton Teacher's Club donated the picnic tables to the City and it's citizens. Historical Resources Investigation was conducted by John Stephen Alexandrowicz, RPA, Archaeological Consulting Services (ACS) and the following recommendations are made to preserve this significant resource: No modifications to the design/construction elements of the picnic tables and benches. Any changes in the architectural fabric of the picnic tables and benches would compromise the architectural integrity and historic character of this significant resource. 2. Architectural Restoration of the picnic tables and benches via the following measures: A. Restoration of the concrete fabric of the cracked, chipped and missing concrete of the tables and benches. 1
