Barrera, City Clerk <br />Historical Preservation Staff Liaison <br />SUBJECT: Public Hearing to Consider the Designation of Historic Landmark #50, <br />Located at 664 North 7th Street <br />DATE: <br />BACKGROUND: <br />On October 11, 2000, Owner Sharla K. Gee submitted an Application for Landmark Designation. <br />During the period 1988 and 1992, Management Sciences Applications, Inc. conducted an <br />identification and evaluation of historical and architectural resources within the City. The current <br />Project Area, 664 North 7th Street was identified as eligible for the City of Colton's Historic <br />Properties Register and is situated adjacent to and north of the Fleming Park District. The City <br />of Colton prepared a District Neighborhood Program, a.k.a. the Great Neighborhood Program, in <br />2000-2001. The Project Area is located within the City's Carnegie Center Neighborhood. <br />DISCUSSION /ANALYSIS: <br />The residential dwelling at 664 North 7th Street was constructed ca. 1936. It is a one-story ca. <br />1936, Bungalow Style with Mediterranean accents, the mature landscape architecture, and a ca. <br />1936, Modern/Ranch Style garage. In general the southern (front), eastern and western <br />exterior elevations exhibit excellent integrity. The Project Area is situated one block north of <br />Fleming Park, as well as a block west of La Cadena Drive (i.e., 8th Street). As such, all of the <br />historical resources within and adjacent to the Project Area have contributed to the historical <br />character and setting of this particular neighborhood. The Project Area is located within and a <br />contributing resource of the Carnegie Center Neighborhood District. <br />A Historical Resources Investigation was conducted by John Stephen Alexandrowicz, RPA, <br />Archaeological Consulting Services (ACS) on April 8, 2002, and reports the site to be a <br />significant historical resource on an individual and neighborhood/district basis and the following <br />recommendations are made to preserve this significant resource: <br />1. No modifications to the design/construction elements, including elevations, roof, <br />windows, and all other elements. Any changes in the architectural fabric of the dwelling <br />and/or garage would compromise the historic character of this significant dwelling, as <br />well as the architectural flavor in the remainder of the neighborhood. <br />
