CITY OF COLTON ADJOURNED REGULAR CITY COUNCIL MEETING/WORKSHOP MINUTES SEPTEMBER 23, 2002 Adjourned Meeting held on the above -given date at 6:14 p.m., in the Council Chambers of City Hall, with Mayor Bennett presiding. ROLL CALL: Members Present: Mayor Deirdre H. Bennett Ramon M. Hernandez Richard A. DeLaRosa Kelly J. Chastain John D. Mitchell Helen A. Ramos Sarah S. Zamora MAYOR AND COUNCIL ITEMS: Staff Present: Daryl Parrish, City Manager Dean Derleth, City Attorney Sabdi Espinoza, Office Specialist II POSSIBLE CONFLICT OF INTEREST ISSUES FOR THE COUNCIL MEETING OF SEPTEMBER 3. 2002. Mayor Bennett asked the members present if there were any agenda items that were a conflict of interest pursuant to CMC Section 2.04.030. None disclosed. ITEMS FOR DISCUSSION: Discuss the Special Events Ordinance Attorney Angie Castillo gave a quick overview of the three different Ordinances related to Special Events. A) Special Event Ordinance -festivals, concerts, sporting events, parades, and other special events within the City limits. DeLaRosa asked not to have the "clean up" clause in the Special Events Ordinance and Dean suggested to come up with a number for fees for the clean up of special events. B) Sound Ordinance - procedures and regulations concerning the use of sound vehicles on streets in the City of Colton. There were some added provisions on worship that occur close to hospitals, churches, etc.; changes on times; non use on Sundays; and, using certain parade sound devices on certain streets. C) Temporary Displays Ordinance — Temporary outdoor displays and sales. Update on Current and Recently Completed Capital Improvement Proiects.
