ANALYSIS/DISCUSSION: <br />Fraco, Inc. is currently designing the Washington and Reche Canyon project to alleviate congestion <br />on Washington Street and Reche Canyon Road. Fraco, Inc. was retained by the City of Colton <br />using a Professional Services Agreement as awarded by Council action on June 7, 2005. The firm <br />is already familiar with the project and its area, and has already completed substantial design work <br />on the related project. The cost estimate provided by the firm for the design of Hunts Lane is <br />reasonable for the complexity and magnitude of the task. Therefore, it is pertinent to modify the <br />Scope of Professional Services portion of the Fraco, Inc.'s existing contract to allow for the <br />engineering design of the Hunts Lane. <br />ENVIRONMENTAL IMPACT: <br />There is no environmental impact that would result from approving a Professional Services <br />agreement for the design of Hunts Lane as part of the Washington and Reche Canyon Realignment <br />Project. Staff anticipates a Negative Declaration for the Hunts Lane portion of the project. The <br />road realignment was included in the environmental analysis of the cemetery, which has already <br />been approved by the City Council and Planning Commission. <br />CONFLICT OF INTEREST <br />Exact Business Name: Fraco Enterprises, Inc. <br />President: Maria Fraser, P.E. <br />Contact: Maria Fraser, P.E. <br />FINANCIALIF'ISCAL IMPACT: <br />The project has a total budget of $500,000 in the project accounts: 450-0543-6983-3890 and <br />450-0543-6970-3890. At this time $412,357 remains available to absorb the $67,544 increase to <br />the existing Fraco, Inc. agreement as proposed by the attached amendment to the agreement. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council authorize amending the Fraco Enterprise Inc. original <br />agreement for the Washington and Reche Canyon Realignment project for an additional amount not <br />to exceed $67,544.00 for said firm to incorporate engineering design services for Hunts Lane. <br />Attachments: Exhibit "A" Fraco Enterprise Design Services Proposal incorporating <br />Hunts Lane design engineering services <br />Exhibit "B" Fraco Enterprises Cost Estimate <br />Exhibit "C" Amendment to Original Contract <br />Report prepared by Amanda Rhinehart - Engineering Dept. <br />REVIEW TEA O LY <br />City Attorney: Finance Director: <br />City Manager: OTHER: <br />
