Standard Services and Work Plan <br />Project Description <br />Reche Canyon Road currently connects to Washington Street at Hunts Lane Washington <br />Street at `T' intersections approximately 700 feet apart. Washington Street is an <br />East/West, four -lane roadway with two lanes in each direction. Both Reche Canyon and <br />Hunts Lane are two lane roads connecting to Washington Street at offset signalized <br />intersections in a North/South direction. The proposed improvement will realigned a <br />portion of Reche Canyon intersecting Washington Street at Hunts Lane at a four way <br />intersection while the old alignment will also remained in operation intersecting <br />Washington street at a T intersection. <br />Project Understanding <br />It is our understanding that the City of Colton desires to realign approximately 1200 feet <br />of Reche Canyon south of Washington Street, and still maintain the old alignment thus <br />forming a Split Y on the Road. The proposed <br />Reche Canyon alignment will intersect at Hunts <br />Lane. This will necessitate a traffic signal <br />modification and new traffic signals to n <br />accommodate the new traffic movements at that <br />new Intersection. In addition, the striping for <br />the existing Reche Canyon will also require re- <br />design to accommodate the expected traffic <br />movements on the new and old alignments. It <br />is our understanding that LAN engineering has <br />developed 3 alternatives for the old and new <br />alignments and has selected one of the alternatives as the "Optimum" alternative. The <br />"Optimum" alternative at the intersection with Hunts lane consists of 2- 12 -foot thru <br />lanes, two dedicated right tum lanes, a 12 foot and 16 foot lane. However, this <br />alternative proposes to cul-de-sac the Old Reche Canyon Alignment, which we do not <br />believe is what the City desires. LAN'S Alternative 2 leaves the Old Reche Canyon <br />Alignment in place just the way it currently functions, and the New Reche Canyon <br />alignment would offer two south bound lanes with one dedicated westbound tum, two <br />thru north bound lanes and two lanes for eastbound turns. This alternative also offers two <br />lanes on the eastbound and southbound alignment for northbound and southbound traffic <br />movements. Alternative 3 it the same as Alternative 2 as far as traffic movements at the <br />Old and New aliments. The difference lies in the way the Y -split is handled. While <br />Alternative 2 allows the traffic to split at the Y northeast and northwest without the need <br />for a traffic signal, Alternative 3 proposes a traffic signal at the Y. <br />It is our understanding that the City of Colton desires to keep the Old Reche Canyon <br />Alignment in operation. Therefore, all the alternatives would have to be re -analyzed and <br />discussed with the City in order to develop an alternative that would achieve the City's <br />goal <br />.oco <br />��".._.. 2139 Mount Vernon Avenue, Suite 210.
