EXHIBIT "A" <br />SCOPE OF SERVICES <br />Introduction <br />C112M Hill (Consultant) shall investigate the feasibility of providing electric service to the Pellisier Ranch area, and <br />present to Colton Electric (City) viable executable alternatives to satisfy those requirements. <br />Consultant is aware that this project will involve the review of the current distribution system. The review is <br />necessary to determine the alternatives required to modify or upgrade the system for supplying the load of the Ranch <br />and additional loads discussed at the pre-bid meeting. As one more alternative, Consultant shall also investigate the <br />scenario of adding a new distribution substation to the system, which shall provide power to the Ranch and other <br />loads, while offering a tie and back-up to other existing circuits, such as the "La Cadena Feeder." <br />The results of the review and investigation, as well as of the alternatives, shall be presented to the City in a Final <br />Report. The Final Report shall include the documents or references used in the investigation, assumptions that were <br />made, a description of the various alternatives investigated, the estimated cost of the various alternatives, the <br />comparison of the pros and cons between the alternatives and the Consultant's recommendation to the City. In <br />addition, the appropriate members of the CH2M Hill Team shall be made available to support Colton Electric in its <br />presentation to the City of Colton City Council and/or other third parties. <br />Project Approach and Scope of Services <br />C112M Hill shall consider the approach used to execute this type of project to be critical to its success in determining <br />the viable alternatives that would be available to Colton Electric. Alternatives must offer solutions that satisfy the <br />following criteria: <br />Provide reliable and safe long term operation <br />Be recognized as good industry practice <br />Meet Colton Electric practices and standards <br />Provide ease of construction with none or minimal disruption to ongoing service <br />Provide ease of long term maintenance <br />Incorporate the latest industry tools and equipment <br />Be cost effective <br />In order to effectively execute this project, Consultant shall perform the necessary distribution system studies and <br />investigation using the overall project approach listed below. Throughout this process, Consultant shall continue <br />ongoing communications with Colton Electric to ensure that its staff is kept up-to-date with the status of the project <br />Assuring close communications will alleviate interface issues, reduce review times and result in a more integrated <br />product that meets the requirements of Colton Electric. The major tasks in the project approach shall be as follows: <br />Task A: Project Kickoff Meeting. <br />Task B: Site/System Walkdown and Data Collection. <br />Task C: Data Analysis, Evaluation and Preliminary Alternatives. <br />Task D: Discussion of Prelirninary Alternatives with Colton Electric. <br />Task E: Establish Acceptable Final Alternatives and Issue Draft of Final Report. <br />Task F: Discussion of Final Alternatives with Colton Electric. <br />Task G: Issue Final Report. <br />Task FL Progress Reports and Project Status Updates. <br />Task I Assist in the Presentation to the Board of Directors (optional). <br />Task A: Project Kickoff Meeting <br />Consultant to coordinate a meeting at the Colton Electric offices shortly after the award of the contract. The purpose <br />of this meeting will be to discuss the Scope of Work and Schedule as presented in the Consultant's proposal and <br />adjust the Scope of Work as necessary to meet any additional, new or modified requirements of Colton Electric. <br />01�ANGE\GPP\13728 1 <br />13 <br />
