CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL Mtt I INU OF <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Smith — Community Services Director <br />SUBJECT: Request Approval of Resolution, Authorizing the Filing of an <br />Application for a California Cultural and Historic Endowment Grant <br />for Improvements at the Carnegie Library <br />DATE: <br />January 5, 2006 <br />BACKGROUND: <br />The Community Services Department has been informed of a grant opportunity through the State <br />of California, Cultural and Historical Endowment (CCHE). This funding can be used for the <br />development of facilities to accentuate California's history and diverse culture. The Community <br />Services Department, in conjunction with the City Engineer's Office, wishes to apply for this <br />funding to incorporate a Cultural Arts Center concept into the Carnegie Library in Colton. <br />DISCUSSION/ANALYSIS: <br />The Carnegie Library remains a beautiful cornerstone of history and a symbol of Colton. The <br />building, which will celebrate its 100 -year anniversary in 2008, is still very functional, and currently <br />houses the Colton Musuem. This use, while worthwhile, does not lend itself to the full potential of <br />the building, in the opinion of staff. Staff feels that by incorporating a Cultural Arts Center concept <br />into the Library, we will be able to involve more of the community in the facility. The facility would <br />potentially be home to community performing arts groups, joint -effort projects between the City <br />and other entities, including the school district, town -hall meetings, and City programs, such as <br />performance-based classes. <br />FINANCIAL IMPACT: <br />There is no financial impact to the City for the approval of this resolution. Financial impacts will be <br />addressed if and when the grant is approved and facility planning begins. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST: <br />None <br />RECOMMENDATION: <br />Staff recommends that City Council approve Resolution R-, authorizing the filing of an application <br />for a California Cultural and Historical Endowment Grant for improvements at the Carnegie <br />Library. <br />ATTACHMENT: Resolution <br />REVIEW TEAM <br />City Attorney: <br />City Manager: <br />Finance Director: <br />OTHER: <br />
