CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 17, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL T ' <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-103-02 FOR THE INTERNATIONAL BROTHERHOOD <br />OF ELECTRICAL WORKERS (IBEW) REPRESENTING THE <br />ELECTRIC UNIT WHICH ADOPTS EXHIBIT A, THE CONSOLIDATED <br />MEMORANDUM OF UNDERSTANDING. <br />DATE: <br />BACKGROUND: <br />December 27, 2005 <br />The three year Memorandum of Understanding (MOU) with the Electric Unit expired on June 30, <br />2005. Representatives of the city and IBEW, which represents the Electric Unit, have been <br />negotiating for a successor MOU since September 2005. <br />DISCUSSION/ANALYSIS: <br />Representatives of the City and the IBEW have reached an agreement with a term to June 30, <br />2008. The successor MOU is attached as Exhibit B. <br />Some of the key provisions in the MOU provide the following: <br />• A 5% increase to all members retroactive to July 1, 2005 for the 05/06 FY; 4% increase <br />effective July 1, 2006. <br />• Effective upon approval by Council, immediate elimination of longevity pay. <br />• Boot allowance of $200 for duration of the MOU for all represented members. <br />• Benchmarking of certain classifications. <br />FINANCIAL IMPACT: <br />The cost of implementing the salary and benefit increases for the Electric unit will be approximately <br />$117,920; in addition the boot allowance for the 28 represented employees will cost $5,600. In as <br />much as the $200 per employee is a one-time payment, this cost will be expended this fiscal year. <br />The current Electric Utility Department budget can absorb these costs <br />ENVIRONMENTAL IMPACT: <br />The item carries no environmental impact. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />International Brotherhood of Electrical Workers, Local 47 <br />Business Manager: Pat Levin <br />Contact: Stan Stosel, Assistant Business Manager <br />RECOMMENDATION: <br />Staff recommends that the Members of the City Council approve the attached resolution amending <br />Resolution R-103.02, which adopts the Consolidated MOU (Exhibit A), between the City of Colton <br />and the International Brotherhood of Electric Worker, representing the Electric Unit, effective July 1, <br />2005 and authorize staff to sign said MOU. <br />Agenda Report <br />
