Parrish concluded his presentation with staff's recommendation as stated in the agenda report and <br />added that staff is looking for direction from council as to how to proceed. <br />Discussion continued among the members presented. The following contains a brief synopsis of <br />concerns expressed regarding the recommended changes. <br />General comments as they relate to all boards/commission: <br />• commissions are not doing all they can and need to be evaluated <br />• a workshop was to be held with the individual boards/commissions to discuss what has been <br />outlined by staff <br />• residents who serve on the boards/commissions have more invested than staff <br />• councilmembers need to be more involved with the boards/commission and give the <br />boards/commissions direction and a philosophy <br />• decreasing the number of time the boards/commissions meet will create longer agendas <br />• the agenda item provided the information staff was directed to provide <br />• boards/commissions perform an important duty <br />• input needed from all boards/commission as to change in meeting schedule and duties and <br />responsibilities <br />• the board/commission members are very important and the recommendations they make are not <br />ignored <br />• there is a need to hear from the board/commission members as to what is important to them <br />• changes and reduction of meeting schedule not supported <br />• recommended meeting schedule changes were directed to council to staff at the January 22, <br />2005 council meeting <br />• it is not the number of times meetings are held but the quality of work produced <br />• need to promote community participation <br />• commissioners want to do what is best for the City of Colton <br />• frustrations can occur being a commissioner <br />• prefer to meet with the commissioners to evaluate continued existence <br />• need better communication so that everyone does their job <br />• intent was to evaluate each commission related ordinance <br />• council responsibility to keep on top of commissioners that do not attend and to take action <br />• discussion of changes included meeting with the commissioners <br />• council intent was to make the commissions effective and efficient <br />• recommend a round table meeting with council and chairperson of each board/commission <br />• council is giving direction to boards/commission as to what is a priority <br />• reduction in meeting schedule — rubber stamp agenda items — longer agendas <br />• boards/commissions need a checks and balances <br />• match up commissions where appropriate <br />• boards/commissions need to understand the duties and responsibilities outlined in their specific <br />board/commission <br />• communication between council and boards/commissions is important <br />• need to go forward with what was presented during this session and council meet with each <br />commission and discuss duties and responsibilities <br />Cemetery Commission <br />No opposition to terminate the commission. <br />Utilities Commission <br />Continue to meet as set by ordinance. CFD Commission can be joined with the Utilities <br />Commission as it concerns rates. Change of meeting session will still allow the commission to <br />
