Parrish concluded his presentation with staff's recommendation as stated in the agenda report and added that staff is looking for direction from council as to how to proceed. Discussion continued among the members presented. The following contains a brief synopsis of concerns expressed regarding the recommended changes. General comments as they relate to all boards/commission: • commissions are not doing all they can and need to be evaluated • a workshop was to be held with the individual boards/commissions to discuss what has been outlined by staff • residents who serve on the boards/commissions have more invested than staff • councilmembers need to be more involved with the boards/commission and give the boards/commissions direction and a philosophy • decreasing the number of time the boards/commissions meet will create longer agendas • the agenda item provided the information staff was directed to provide • boards/commissions perform an important duty • input needed from all boards/commission as to change in meeting schedule and duties and responsibilities • the board/commission members are very important and the recommendations they make are not ignored • there is a need to hear from the board/commission members as to what is important to them • changes and reduction of meeting schedule not supported • recommended meeting schedule changes were directed to council to staff at the January 22, 2005 council meeting • it is not the number of times meetings are held but the quality of work produced • need to promote community participation • commissioners want to do what is best for the City of Colton • frustrations can occur being a commissioner • prefer to meet with the commissioners to evaluate continued existence • need better communication so that everyone does their job • intent was to evaluate each commission related ordinance • council responsibility to keep on top of commissioners that do not attend and to take action • discussion of changes included meeting with the commissioners • council intent was to make the commissions effective and efficient • recommend a round table meeting with council and chairperson of each board/commission • council is giving direction to boards/commission as to what is a priority • reduction in meeting schedule — rubber stamp agenda items — longer agendas • boards/commissions need a checks and balances • match up commissions where appropriate • boards/commissions need to understand the duties and responsibilities outlined in their specific board/commission • communication between council and boards/commissions is important • need to go forward with what was presented during this session and council meet with each commission and discuss duties and responsibilities Cemetery Commission No opposition to terminate the commission. Utilities Commission Continue to meet as set by ordinance. CFD Commission can be joined with the Utilities Commission as it concerns rates. Change of meeting session will still allow the commission to
