Cassel, Economic Development Director <br />U <br />SUBJECT: Consideration of Approval Request for Recruitment and <br />Ratification of Employee Appointment to the Part-time <br />Position of Administrative Assistant in the Economic <br />Development Department; Adopt and Approve Resolution <br />Establishing a Part-time Salary Range. <br />DATE: <br />January 3, 2006 <br />BACKGROUND <br />The full-time position of Senior Office Specialist in the Economic Development Department <br />was vacated on October 27, 2005 and a Temporary Agency employee was retained to <br />provide office support to the department in the absence of a full-time employee. The office <br />support function in the Economic Development Department also shares services with the <br />City Manager's Office. <br />DISCUSSION/ANALYSIS <br />Assessment of the support services required in the department following the vacation of the <br />Senior Office Specialist position has revealed that in addition to performance of some day-to- <br />day administrative functions, heavier technical support at a higher level than Senior Office <br />Specialist is more desirable and will enable some reassignment of tasks to enhance overall <br />department operations. This assessment also revealed that the work load does not require a <br />full-time employee. A review of the Administrative Assistant job description was completed <br />and a determination made that the functional requirements of the vacancy are consistent with <br />the distinguishing characteristics and essential functions identified therein. Further, because <br />the work load and task assignments of the vacancy do not support the need for typing at a <br />specific rate of speed, the requirement of 50 net words per minute will be waived. <br />The daily hours established for the requested position will routinely be 12 noon to 6 p.m. <br />Because the position shares support services with the City Manager's Office, there may be <br />occasion for the employee to cover full-time in the absence of the Executive Assistant. <br />FINANCIAL IMPACT <br />Salary and benefits savings will be achieved by reducing the status from a full-time to a part- <br />time position even with the upgrade from Senior Office Specialist to Administrative Assistant. <br />The exact savings is dependent on the number of hours per day the part-time Administrative <br />Assistant will be working excess of 6. The separated employee in the Senior Office <br />Specialist position was at B step at time of separation. It is anticipated that the appointee will <br />be recruited at A Step and should that be the case, salary savings will be approximately <br />$11,977 on an annual basis.
