1 <br /> Table 3 shows population trends and projections for each of the six <br /> Planning Areas. Projections were based on a slightly declining <br /> family size, a rising life expectancy, and a relatively level vacancy <br /> factor averaged over the next 20 years. Also taken into consideration <br /> were the projected land use characteristics of the area, whether <br /> planned for urban, open or industrial uses. <br /> Of the total increase of 246,000 persons between 1965 and 1985, the <br /> highest percentage increase will be in Planning District #6, the <br /> aYucaipa Valley area, where a growth rate of about 6% yearly is <br /> expected to occur. <br /> 0 By 1985, Planning Area #3, the San Bernardino-Devore area, will be <br /> V approaching population saturation in almost every Census Tract. The <br /> 'm relatively small growth rate in the area is due to the fact that <br /> O many Census Tracts will have reached optimum density in residential <br /> land use. <br /> Planning Area #2, the Colton-Grand Terrace region, will experience a <br /> small annual growth rate because a large segment of the area is <br /> projected to be in industrial uses by 1985. <br /> Planning Areas #1 and #4 will each more than double in population in <br /> the next 20 years, maintaining an average annual growth rate of near <br /> 10 4%. <br /> The greatest numerical increase will occur in Planning Area #5. The <br /> present population of 50,400 will rise to 119,400 by 1985, an increase <br /> 69,000 persons. <br /> 4. THE GENERAL PLAN <br /> Land use allocations as shown on the proposed General Plan are listed <br /> in Table 4. Nearly one-half of the total area is proposed for urban <br /> uses. Eleven percent is in the industrial and urban services category. <br /> The Plan proposes the preservation of agricultural lands in the <br /> East Highlands and Redlands area. These lands will not be needed for <br /> urban uses by 1985 and intrusion of urban uses into these areas <br /> should be discouraged. Approximately 6% of the total area is recom- <br /> mended for agriculture. <br /> Conservation and open space will account for 35% of the total area. <br /> The broad wash areas traversing the Valley and the mountainous areas <br /> to the north and east are included in this classification. <br /> Special uses such as the California State College Campus, the <br /> Verdemont Boys Ranch, Patton State Hospital and the National Orange <br /> Show grounds account for approximately 1% of the total area. <br /> Projections to 1985 indicate that of the total areas shown on the <br /> Plan, 67% of the urban area will be utilized ; approximately three- <br /> fourths of the industrial and urban services area will be in use.. <br /> - 3 - <br />
