ANALYSIS/DISCUSSION: Hardy and Harper, Inc. submitted the lowest base bid in the amount of $331,483.45. The following streets were added as an Optional Bid Item (see attached map) for this project with the corresponding bid amount from Hardy and Harper, Inc.: Roberta Ct. (from Johnston St. to cul-de-sac) $13,551.00 Esperanza St. (from Ohio Ave. to east end) $20,979.50 Total $34,530.50 The scope of work for Roberta Ct. is removal and replacement of asphalt. On Esperanza Street the scope of work includes installation of concrete curb, gutter, sidewalk, handicap ramp and asphalt paving. Upon review, City staff found that Hardy and Harper, Inc. is the lowest responsive and responsible bidder. Staff is recommending the award of Base Bid ($331,483.45) and Optional Bid ($34,530.50) totaling $366,013.95 to Hardy and Harper, Inc. FINANCIAL/FISCAL IMPACT: This project was budgeted in the following accounts, with a total allocation of $579,000: CDBG Grant Measure I $329,000 Acct. #215-0603-6920-3890 $250,000 Acct. #450-0616-6970-3890. Once the project is complete the City will submit for reimbursement to the County of San Bernardino's Department of Community Development and Housing (CDH), which oversees Community Development Block Grant (CDBG) funding.
