ANALYSIS/DISCUSSION: <br />Hardy and Harper, Inc. submitted the lowest base bid in the amount of $331,483.45. The <br />following streets were added as an Optional Bid Item (see attached map) for this project with the <br />corresponding bid amount from Hardy and Harper, Inc.: <br />Roberta Ct. (from Johnston St. to cul-de-sac) $13,551.00 <br />Esperanza St. (from Ohio Ave. to east end) $20,979.50 <br />Total $34,530.50 <br />The scope of work for Roberta Ct. is removal and replacement of asphalt. On Esperanza Street the <br />scope of work includes installation of concrete curb, gutter, sidewalk, handicap ramp and asphalt <br />paving. <br />Upon review, City staff found that Hardy and Harper, Inc. is the lowest responsive and responsible <br />bidder. Staff is recommending the award of Base Bid ($331,483.45) and Optional Bid ($34,530.50) <br />totaling $366,013.95 to Hardy and Harper, Inc. <br />CONFLICT OF INTEREST: <br />Exact Business Name: Hardy and Harper, Inc <br />President or equal: Steve Kirschner <br />Contact or representative: Dennis Beyle <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under Section 15301(c) of the California <br />Environmental Quality Act (CEQA) Guidelines. <br />FINANCIAL/FISCAL IMPACT: <br />This project was budgeted in the following accounts, with a total allocation of $579,000: <br />CDBG Grant <br />Measure I <br />$329,000 Acct. #215-0603-6920-3890 <br />$250,000 Acct. #450-0616-6970-3890. <br />Once the project is complete the City will submit for reimbursement to the County of San <br />Bernardino's Department of Community Development and Housing (CDH), which oversees <br />Community Development Block Grant (CDBG) funding. <br />
