ITEM #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF NOVEMBER 15, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: An Ordinance of the City Council of the City of Colton amending the <br />West Valley Specific Plan to allow mini -warehouses in the West <br />Subarea of the Specific Plan and adoption of a Mitigated Negative <br />Declaration and Mitigation, Monitoring, and Reporting Program for File <br />Index No. DAP -000-467 for property located at 2078 West Valley <br />Boulevard: and <br />An Ordinance of the City Council of the City of Colton Amending <br />Sections 18.22.120(A) and Section 18.36.030(6) of Colton Municipal <br />Code amending certain parking regulations for mini -warehouse <br />facilities. <br />DATE: November 7, 2005 <br />BACKGROUND: <br />The applicant, Babcock 8 Brown Storage Specialists, is requesting City Council approval of a <br />Specific Plan Amendment to include 'mini -warehouse' as a permitted use within the Regional <br />Retail Designation of the West Valley Speicific Plan. Mini -warehouse (self storage facility) is not <br />currently listed as a permitted use within the West Valley Specific Plan or the City Zoning <br />Ordinance. However, mini -warehouse is defined within the Zoning Code Definitions 18.04.342 as <br />follows: "Miniwarehrnue' means a fully enclosed building or structure designed to provide leased <br />storage facilities in the form of the individual space. Such facilities shall not be used for other <br />commercial or industrial uses. The Definition of "miN-warehouse' will be added within the <br />Detailed Land Use Definitions section as #18.04.324 "mini -warehouse" on Page 31 and In Figure <br />3.3 on Page 37 'Permitted Land Uses and Development Standards" chart of the West Subarea of <br />the West Valley Speicific Plan. <br />The applicant is also requesting approval of Text Amendments to Chapter 18.22.120 A_ (Specific <br />Parking Requirements) and Chapter 18.36.30 B. (Design of parking facilities) of the Zoning <br />Ordinance. These amendments will specifically address the short time frame and necessary <br />close vicinity of parking unique to the mini -warehouse use. The proposed parking regulations <br />amendment is described in dotal within the attached October 25, 2005, Planning Commission <br />report. The applicant's request entals approval of a Mitigated Negative Declaration for the Project <br />to address temporary air quality concems during the project construction. <br />ANALYSISIDISCUSSION: <br />The applicant's request would permit mini -warehouse facilities as a land use within the Regional <br />Retail Designation of the West Subarea of the West Valley Specific Plan and allow for mini - <br />warehouse specific parking design and parking ratios within the Development Code. The zoning <br />classification of the proposed project site is SP with a land use designation of Regional Retail. <br />The development standards the for Regional Retail land use require meeting the General <br />
