R-310_04� <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE CITY'S ISLAND ANNEXATION <br />PROGRAM <br />WHEREAS, the City Council of the City of Colton has pursued an annexation <br />program within its sphere of influence; and <br />WHEREAS, the City has determined that annexing its unincorporated islands of <br />territory is an important benefit for the City's economic development and is in keeping with the <br />provisions outlined in Government Code Section 56375.3 and with the Local Agency Formation <br />Commission's (LAFCO) annexation policy; and <br />WHEREAS, the City intends to submit an application for annexation to the Local <br />Agency Formation Commission for the island annexation areas within its sphere of influence. <br />The City's island areas are shown as Exhibit "A"; and <br />WHEREAS, pursuant to California Environmental Quality Act ("CEQA") Guidelines, <br />Section 15004, the City's adoption of this Resolution is not a "Project" subject to CEQA because it <br />merely states the City's desire to annex certain islands of unincorporated territory and the City will <br />take those measures required to assess potential environmental impacts of the annexation areas <br />at a future date. <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />1. The City Council of the City of Colton, intends to submit an application for <br />annexation to the Local Agency Formation Commission and shall include the following: <br />• An outreach program as defined in LAFCO's annexation policy shall be conducted <br />within the island annexation areas. <br />• A Plan for Services shall be prepared for the island annexation areas and <br />submitted to the City Council for review and consideration. <br />• A fiscal impact analysis shall be prepared for the island annexation areas. <br />-1- <br />
