CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF PROFESSIONAL SERVICES <br />AGREEMENT TO TECHNICAL SERVICES UNLIMITED IN <br />THE AMOUNT OF $70,400 FOR CONSTRUCTION <br />MANAGEMENT SERVICES NEEDED TO COMPLETE THE <br />VETERAN'S PARK PROJECT. <br />DATE: MARCH 13, 2006 <br />BACKGROUND: <br />The City of Colton's Engineering Division recently received Council approval to finance <br />Veteran's Park Las Palomas Field; Council action approved funding this project on March 7, <br />2006. The Veteran's Park Las Palomas Field Project will have a total funding of $2,770,000. <br />Due to the magnitude and diversity of the scope of work as well as the extent of oversight needed <br />to diligently complete these two projects a full-time construction manager will be necessary. <br />The construction manager will assist the City with project plan review, the bidding process, <br />project scheduling, coordination of work of the contractor and coordination of the consultant for <br />inspection. <br />ANALYS I S/DISCUSSION: <br />The scope of work for the Veteran's Park Las Palomas Field Project includes the construction of <br />three baseball fields, lighting and new restrooms. This project will provide the amenities that <br />were previously anticipated to be provided by the Big League Dreams Project. On April 20, <br />2004 the City authorized the award of a professional services agreement for a construction <br />manager to Technical Services Unlimited for the Big League Dreams Project. Staff determined <br />that the proposal submitted by Technical Services Unlimited best met the qualifications for the <br />baseball fields project. Due to budget restraints the Big League Dreams Project has been <br />redesigned to fit onto the City's Veteran's Park. As the Veteran's Park Project is a redesign of <br />the Big League Dreams Project staff recommends awarding a construction management <br />agreement to Technical Services Unlimited for the remainder of the fiscal year, in the amount of <br />$70,400. The services that Technical Services Unlimited can provide for this project are <br />proprietary in nature as the vendor has been intricately involved in the previous baseball field <br />project (Big League Dreams); Purchasing Ordinance 0-12-03, Section 3.08.120 (c). The contract <br />amount of $70,400 will cover services provided by the vendor through the end of this fiscal year. <br />ITEM #12 <br />
