FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: AMEND THE MERLIN JOHNSON CONTRACTS IN THE AMOUNT OF <br />$26,000 FOR MT. VERNON (BETWEEN CHANNEL AND OLIVE) AND <br />$17,000 FOR E. LAUREL STREET (BETWEEN BORDWELL AND MT. <br />VERNON) FOR ADDITIONAL PIPELINE INSTALLATION SERVICES. <br />DATE: MARCH 13, 2006 <br />BACKGROUND: <br />The City of Colton has old steel water mains that are over 50 years old. The old steel pipes are <br />corroded and rusty causing leaks and discolored water to our customers. To correct the problem <br />of the discolored water and leaks in the old steel pipes, a Mainline Replacement Program was <br />implemented to replace the old steel pipes. The City's Water Division has replaced 26,000 feet of <br />old steel pipe with Polyvinyl Chloride (PVC) pipe as well as adding new fire hydrants and <br />appurtenances to the affected residents. <br />DISCUSSION/ANALYSIS: <br />Merlin Johnson was awarded contracts for labor and equipment rental only in the amount of <br />$24,500 to replace the old 10" steel water line on E. Laurel Street between Bordwell and Mt. <br />Vernon and the old steel 6" waterline on Mt. Vernon between the Lytle Creek Channel and Olive <br />Street with 12" C-900 PVC pipe. The new waterline installation on E. Laurel Street is complete <br />and the new waterline on Mt. Vernon will be installed and completed by March 16, 2006. <br />The contracts for E. Laurel and Mt. Vernon have exceeded the $24,500 due to the extra work <br />done on locating the unmarked utilities and soils being very sandy. Due to the soil conditions it <br />has made it difficult to trench large sections at a time and the 12" C-900 PVC pipe is larger in <br />diameter and heavier than the 8" C-900 PVC pipe installed in other pipeline replacement areas of <br />the City. Also, the 12" C900 PVC Pipe requires more mechanical equipment to install. <br />Merlin Johnson has been able to install an average of 400 feet of 8" PVC pipe a day. They are <br />only able to install approximately 200 feet per day of the 12" C-900 PVC pipe; therefore, instead of <br />6 days or less per watermain replacement project, it took 11 days to complete E. Laurel Street <br />and will take approximately 12 days for Mt. Vernon. The additional labor and equipment rental for <br />E. Laurel Street will cost approximately $17,000 and for Mt.
