ITEM #22 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF APRIL 18, 2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AMEND CONTRACT WITH E.S. BABCOCK & SONS, INC. FOR THE WASTEWATER <br />LABORATORY ANALYSIS TESTING FOR ADDITIONAL FUNDS IN AN AMOUNT NOT <br />TO EXCEED $32,000. <br />DATE: APRIL 18, 2006 <br />BACKGROUND: <br />In January, 2005, a Notice of Inviting Bids was sent to twenty-five (25) State of California <br />accredited laboratories. A total of six (6) accredited laboratories submitted bids. The formal <br />sealed bid opening took place on January 20, 2005 and E.S. Babcock & Sons, Inc. was the low <br />bidder in the amount of $40,938.80 for the wastewater laboratory analysis testing. E.S. Babcock <br />& Sons, Inc. met the requirements of the bidding documents. <br />On March 7, 2005 a contract was awarded to E.S. Babcock & Sons, Inc. in an amount not -to - <br />exceed $40,938.80 for the remaining fiscal year 2005/2006. <br />DISC USSION/ANALYSIS: <br />$38,898 has been paid to E.S. Babcock & Sons, Inc. for laboratory testing through January, 2006, <br />and there are invoices totaling over $10,000 pending for testing through March, 2006. The initial <br />contract amount was based on estimated quantities of analyses. Due to regulatory changes, <br />permit compliance and process control requirements, additional water quality analyses are <br />required. Staff estimates the cost for laboratory testing for the remaining five (5) months not to <br />exceed $32,000. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Professional Services Account Number 522-8200-8200-2350- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: E.S.
