ITEM #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 18, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; PW DIRECTOR / CITY ENGINEER <br />SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION FOR THE FULL <br />TIME POSITION OF ADMINISTRATIVE ANALYST I FOR THE <br />ENGINEERING DIVISION, PUBLIC WORKS DEPARTMENT. <br />DATE: APRIL 10, 2006 <br />BACKGROUND: <br />A vacancy in the Engineering Division of the Public Works Department was created as a result of <br />an employee resignation. During the mid -year budget process the department requested the <br />vacancy be reclassified from an Administrative Assistant to an Administrative Analyst I to better <br />service the department's needs. The financial impact of this reclassification was minimal as the <br />administrative assistant position was budgeted at the highest salary step with a monthly <br />compensation of $3598 and the entry level step of an administrative analyst (mid -management <br />level) is $3733; the annual financial impact totals $1620. <br />DISCUSSION/ANALYSIS: <br />The Administrative Analyst I position will absorb the following duties: accounting for the various <br />ongoing capital improvement projects, grant submittal processing, compiling research, entering <br />work requests and entering service requests. At this time the City has eight (8) management <br />interns in its employ which are qualified candidates for this position. Due to the number of qualified <br />candidates residing within the organization the department requests authorization to open a closed <br />recruitment process; a closed recruitment is posted for only city employees. <br />FINANCIAL IMPACT: <br />The general fund impact for fiscal year 2005/2006 will total $350 and can be absorbed by the <br />Public Works Department's existing 2005/2006 fiscal year budget. <br />ENVIRONMENTAL IMPACT: <br />Not applicable. <br />CONFLICT OF INTEREST: <br />Not applicable. <br />RECOMMENDATION: <br />Staff recommends that Council approve recruitment and ratification for the position of <br />Administrative Analyst I for the Engineering Division, Public Works Department. <br />7/10/03 City Clerk's Office Cb <br />
