The Colton Municipal Code, Title 3, Chapter 3.08.140 E states in part, Competitive bidding, either formal
or informal, is not required when the City Manager determines that it is in the best interest of the city and
its administrative operations to dispense with public bidding. Staff feels that it is in the City's best interest
to continue with our standardization of equipment and uniformity efforts by having the same relays and
communication processors installed at all Substations. This will reduce the risk of substation personnel
mishandling of equipment and enhance their ability to operate the equipment efficiently and effectively.
Therefore staff is recommending that the City Council waive the bidding requirement and award the
purchase of protection relays and communication processors to Schweitzer Engineering Laboratories, Inc.
in the amount not to exceed $40,250.
Currently, Matzinger Keegan is the only distributor authorized to sell SEL relays and communication
processors in Southern California. Staff has obtained a quotation from this vendor to supply the required
relays and communication processors for a total amount not to exceed $40,250.00.
FINANCIAL IMPACT:
The funds are available through the Electric Utility Miscellaneous Equipment Account Number 520-
8000-8003-4930.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST:
None
RECOMMENDATION:
Staff recommends Council approve the purchase of protection relays and communication processors from
Schweitzer Engineering Laboratories in the amount of $40,250.00
PREPARED BY:
Anthony Siegfried, Substation Superintendent
REVIEW TEAM
City Attorney:
WAS Finance Director:
City Manager.
