The foregoing recitals are true and correct and are incorporated into this <br />Resolution by this reference. <br />Section 2. The City approves the Loan Agreement in substantially the form <br />attached to this Resolution as Exhibit A and hereby authorizes and directs the City Manger to <br />execute the Loan Agreement on behalf of the City. <br />Section 4. The findings and determinations in this Resolution shall be final and <br />conclusive.
