Section 9. Within 15 days after adoption of this Ordinance, a summary of the <br /> 1 Ordinance shall be published with the names of those members of the City Council voting for and <br /> against this Ordinance and a certified copy of the full text of this Ordinance, along with the names <br /> 2 of those City Council members voting for and against this Ordinance, shall be posted in the office <br /> of the City Clerk. <br /> 3 <br /> 4 Section 10. If any section, subsection, clause or phrase in this Ordinance is for any <br /> reason held invalid, the validity of the remainder of this Ordinance shall not be affected thereby. <br /> 5 The City Council hereby declares that it would have passed this Ordinance and each section, <br /> subsection, sentence, clause, or phrase thereof, irrespective of the fact that one or more sections, <br /> 6 subsections, sentences, clauses or phrases or the application thereof be held invalid. <br /> 7 Section 11.
