Retrofitting needs of each bridge vary. Some require relatively minor retrofitting such as sealing <br />cracks that are becoming large enough to compromise the integrity of the bridges; other retrofitting <br />needs include reinforcing structural bridge supports to prevent collapse in the event of seismic <br />events. <br />At the time the bridges were initially evaluated (late 1990s), Caltrans did not require local agencies <br />to complete the environmental process prior to beginning seismic retrofit work. However, Caltrans' <br />regulations have since changed, and that Agency is now requiring completion of all environmental <br />processing and permitting with numerous federal and state agencies before any retrofitting may <br />occur. <br />In light of the stricter environmental processing requirements City staff recommends the retention of <br />TY LIN International Consulting to provide all necessary support services to begin the retrofitting <br />of the eight bridges identified to need retrofitting and eligible for such repair under Caltrans' <br />Seismic Safety Retrofit Program. To allow the project to begin the needed environmental process <br />as soon as possible the City requests that the needed services be awarded to TY LIN per the <br />purchasing ordinance section 3.08.140 (c), which allows the City to piggyback on the completed bid <br />process by another agency. The City of Grand Terrace completed an informal bidding procedure in <br />accordance to the purchasing ordinance section 3.08.070 (b) for similar professional firms able to <br />provide `Seismic Retrofit Project Management Services.' The City of Grand Terrace received five <br />bids and found the consultant that best served the interests of its City in providing seismic retrofit <br />project management services was TY LIN. <br />Services that TY LIN International will provide include authoring of a status update, summarizing <br />work completed to date, level of permitting and approvals achieved, funding status with Caltrans, <br />and other pertinent data. TY LIN will assist with the securing of resource agency and railroad <br />company permits as needed. Furthermore, the fine will complete Preliminary Environmental <br />Survey (PES) forms for each bridge and submit them to Caltrans for review, comment and final sign <br />off. <br />City staff will be responsible for obtaining updated structural plans from the firms originally <br />retained by the City for retrofitting in the 1990s. Once these plans have been updated and submitted <br />to the City, TY LIN will be responsible for the preparation of non-structural plans for the bridges, <br />including preparation of traffic handling plans and traffic control requirements; the firm will also <br />prepare necessary plans and specifications for inclusion in the bid packet. <br />In light of the amount of research and environmental processing involved in the seismic retrofitting <br />requirements of the City's bridges, TY LIN is qualified to handle the scope of work required. The <br />firm has demonstrated competence and success in similar retrofitting projects for various <br />municipalities, and their rates are competitive to industry standards. <br />FINANCIAL IMPACT: <br />Due to the new Caltrans environmental processing requirements staff recommends redistributing <br />available funds used to budget the La Cadena Bridge Project in account number 450-0611-6910- <br />
