CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF MAY 2, 2006
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER
SUBJECT: APPROVE CHANGE ORDERS NO. 1 & NO.2 TO ROQUET
PAVING, INC. IN THE AMOUNT OF $50,407 FOR THE
VALLEY AND PEPPER INTERSECTION PAVING PROJECT.
DATE: APRIL 25, 2006
BACKGROUND:
On February 7, 2005 City Council approved the award of a construction contract to Roquet Paving,
Inc. in the amount of $98,000.00 for improvements of intersection of Valley Blvd and Pepper
Avenue. Prior to the award of this contract minimal work has been scheduled for this intersection
due to the pending Valley Boulevard Realignment and Pepper Widening Project. Due to unusual
high surface runoff water and heavy traffic experienced by this intersection the condition of the
pavement warranted improvement.
ANALYSIS/DISCUSSION:
The original scope of work was to grind 2" of asphalt in preparation for the installation of geotextile
(petromat) fabric and 2" of asphalt. Due to heavy rain prior to the construction start date there was
more damage to the paving north of the intersection on Pepper Avenue. Staff analysis determined it
was crucial to extend the construction limits further north on Pepper Avenue. To prevent standing
water runoff an 18" reinforced concrete pipe was installed across Valley Boulevard to the existing
catch basin in front of Bakers Restaurant. This additional work resulted in two change orders to the
original contract in the amount of $50,407.00.
ENVIRONMENTAL IMPACT:
The proposed public improvements are exempt under Section 15301 of the California
Environmental Quality Act (CEQA).
CONFLICT OF INTEREST
Exact Business Name: Roquet Paving, hie.
President or equal: Joe Roquet
Contact or representative: Joe Roquet
