ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 6, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AWARD CONTRACT FOR DESIGN OF FIRE STATION NO. 1 <br />REMODEL PROJECT TO KWANG COOK AND ASSOCIATES IN <br />AN AMOUNT NOT TO EXCEED $41,000. <br />DATE: MAY 18, 2006 <br />BACKGROUND: <br />Fire Station No. 1 was built in 1937. Since 1937 the City has grown considerably and Fire Station <br />No. 1 is no longer able to accommodate or meet the needs of the current Fire Department. The <br />building as designed does not properly accommodate current staff and equipment. However, the <br />existing structure appears to be in good condition and can be remodeled successfully to <br />accommodate the current Fire Department's needs. <br />ANALYSIS/DISCUSSION: <br />On November 1, 2005, Council authorized the amendment of the Capital Improvement Program to <br />include the Fire Station No. 1 Remodel Project. The improvements that Fire Station No. 1 was <br />identified to need included: upgrades to its electrical system, upgrades to its HVAC System, <br />remodel of its living quarters, redesign to increase floor space to better accommodate the <br />Department's fire equipment, and an expansion of the square footage as it was never intended to <br />house the Fire Department's administrative offices. Kwang Cook and Associates were awarded the <br />preliminary design agreement in the amount of $25,000 to prepare a new layout for the fire station. <br />The proposed layout prepared by Kwang Cook and Associates and approved by Council on May <br />16, 2006 includes reconfiguration of existing office space occupied by the Fire Chief, Fire Marshall, <br />Deputy Fire Chief, Captain, Battalion Chief, Fire Safety Specialist, Emergency Command Center, <br />Paramedic and Administrative Assistant. The new preliminary architectural layout also includes an <br />added multi-purpose room, employee lounge, dormitory, gym area, secure storage and general <br />storage area. Due the proprietary knowledge Kwang Cook and Associates have with the needs of <br />the Fire Station No. 1 Remodel Project staff requests the agreement for the architectural design of <br />the Project be awarded to Kwang Cook and Associates, as allowed by purchasing ordinance <br />0-12-03, section 3.08.140 (e) — when the City Manager determines that it is in the best interest Of <br />the City and its administrative operations to dispense with public bidding for non-public projects. . <br />
