CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 6, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR I CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION REAFFIRMING AND ADOPTING THE <br />AMENDED AND CURRENT MEASURE I FIVE YEAR CAPITAL <br />IMPROVEMENT PROGRAM AND TWENTY YEAR <br />TRANSPORTATION PLAN. <br />DATE: <br />MAY 30, 2006 <br />ITEM #8 <br />BACKGROUND: <br />In November 1989, the San Bernardino County voters approved passage of Measure I authorizing <br />San Bernardino Associated Governments (SANBAG), acting as the San Bernardino County <br />Transportation Authority, to impose a one-half of one -percent retail and use tax. This tax revenue <br />can only be used for transportation improvements and traffic management programs authorized in <br />the Expenditure Plans as designated by the approved and adopted Five Year Capital Improvement <br />Plan and the Twenty Year Transportation Plan. <br />Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five <br />Year Capital Improvement Plan and a Twenty -Year Transportation Plan. Both the Five -Year and <br />Twenty Year Plan outline the expenditure of the funds for specific projects. SANBAG provides the <br />Measure I Revenue Estimate for Local Pass -Through Funds. As part of the County Wide Measure <br />I Sales Initiative Program, the measure requires an annual adoption and update of the respective <br />plans. <br />DISCUSSION/ANALYSIS: <br />In September 2002, the City received notice from SANBAG, that it is necessary to conduct the <br />annual update to the City's Measure I Plan. The attachments contain the respective project list <br />consistent with the City's current Capital Improvement Plan. Proceeds from the annual pass <br />through funds support the maintenance of the City streets. The greatest majority of the funding <br />goes toward the major projects identified in the attached report. The five-year Plan is for the period <br />of 2006/2007 to 2011/2012. Changes that were approved by Council during the 2005/2006 fiscal <br />year are attached as Exhibit 'B' showing the City's Amended 2005/2010 Five Year Measure I Plan. <br />As of the present time, there are no changes associated with the Twenty -Year Transportation Plan. <br />This plan remains the same until respective changes occur to the City's Circulation Element within <br />the General Plan. <br />FINANCIAL IMPACT: <br />There is a positive financial impact associated <br />and the Twenty -Year Transportation Plan in <br />receiving the City's share of Measure I Funds, <br />years. <br />7. 1003 Ci[ C],Tk's Othce Cb <br />with the adoption of the Measure I Five -Year Plan <br />that the adoption of these plans is a condition of <br />which is estimated at $4,178,100 over the next five <br />
