ZAMORA, COMMUNITY DEVEOPMENT DIRECTOR <br />SUBJECT: RESOLUTION FOR LOCAL AGENCY FORMATION COMMISSION <br />("LAFCO") APPLICATION SUBMISSION FOR ISLAND ANNEXATION <br />PROGRAM <br />DATE: MAY 9, 2006 <br />BACKGROUND: <br />On March 21, 2006, the City Council adopted Resolution No. R-36-06, which approved the City's <br />island annexation program, and directed staff to file the island annexation map with LAFCO. The <br />Council's actions were in accordance with new legislation which became effective last year <br />regarding annexation of existing islands of unincorporated territory. After filing the annexation <br />map, staff received a request from LAFCO to submit a resolution of application to officially request <br />LAFCO to initiate proceedings for annexation of the unincorporated island areas. <br />DISCUSSION/ANALYSIS: <br />LAFCO requires a resolution requesting initiation of annexation proceedings, typically referred to <br />as a `resolution of application," to be included in the application package for annexation under the <br />Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000. To fulfill this <br />requirement, staff has prepared a draft resolution of application, which includes a general <br />description of the services and improvements that will be provided to the annexed areas. <br />FINANCIAL IMPACT: <br />Additional resources will be required to support the development of the annexation package to <br />meet LAFCO's application deadline of June 2006. These resources will be provided through <br />existing professional services agreements for environmental review and legal description/map <br />development. <br />In addition to the consultants' costs, LAFCO charges processing fees for each island area: $750 <br />if the area is completely surrounded by incorporated land and $1,500 if the area is substantially <br />surrounded. LAFCO also requires a public information campaign to be initiated prior to the <br />processing of the island annexation application. Each of these costs is estimated below: <br />Environmental Review — Legal Description/Map Development $30,000 <br />(Additional work under existing consultant agreements) <br />Total LAFCO Processing Fees for the proposed seven (7) island areas $15,000 <br />
