ITEM #13 <br />CITY OF COLTON - <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 20, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE REQUEST TO SOLICIT PUBLIC BIDS FOR THE <br />SAFE ROUTE TO SCHOOL PROJECT. <br />DATE: JUNE 8, 2006 <br />BACKGROUND: <br />The Safe Route to School Program is a State funded project intended to promote safety for children <br />as they walk, ride, and commute to and from school. In addition to increasing children's safety, this <br />Project will also reduce traffic congestion around schools, enhance safety for the surrounding <br />neighborhood, increase pedestrian safety and increase motorist safety. <br />The Safe Route School Project (FY 02-03 Grant) is part of CIP (Capital Improvement Program) <br />and located in the vicinity of Grant Elementary School, specifically along Terrace Avenue and <br />Olive Street. The scope of the Project includes installation of. missing concrete sidewalk, curb, <br />gutter, handicap ramp, cross gutter, crosswalk marking and an eighteen inch concrete gutter along <br />the north side of Olive Street to enhance drainage surface flow. <br />ANALYSIS/DISCUSSION: <br />On May 12, 2006, the City of Colton received the Letter of Allocation from Caltrans to proceed <br />with the Project. Engineering staff prepared the plans, specifications, and estimate for this Project <br />and is ready for the bidding process. During this time, every attempt will be made by the Public <br />Works/Engineering staff to ensure a wide range of potential bidders are reached by the advertising <br />process. The City will advertise in local newspapers and `plan houses' where contractors can view <br />the Project's plans, specifications and documents; this is the process depicted by the City's <br />purchasing ordinance 0-12-03, Section 3.08.090 (d) and 3.08.090 (e). <br />
