ITEM #18 CITY OF COLTON AGENDA REPORT FOR COUNCIL AND REDEVELOPMENT AGENCY MEETING OF JUNE 20, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL HONORABLE AGENCY CHAIRPERSON AND BOARDMEMBERS FROM: David R. Zamora, Community Development Director Candace Cassel, Economic Development Director SUBJECT: Consideration and Approval of City Resolution and Agency Resolution No. 856 Adopting Local Guidelines for Implementing the California Environmental Quality Act (Pub. Resources Code §§ 21000 Et Seq.) DATE: June 12, 2006 BACKGROUND: Annually, the City and Redevelopment Agency receive updates to the California Environmental Quality Act (CEQA) Guidelines. These updates are provided to us by the offices of Best, Best and Krieger (BB&K), attorneys for the City of Colton and Agency. It has been standard practice for the City and Agency to adopt the updates by City Council and Agency Resolution, to remain in compliance with State Environmental Law. DISCUSSION/ANALYSIS: The City Council and Agency Board are requested to adopt the attached Resolutions amending and adopting Local Guidelines for implementing CEQA, and repeal earlier Resolutions addressing the same. The proposed amendments are consistent and compatible with the policies of the State of California, the City of Colton and the Agency. FINANCIAL IMPACT: There is no financial impact to the General Fund. The requested action is a text change only. A financial impact, unknown at this time, could occur should the City not adopt the Resolution amending CEQA Guidelines, and be challenged in a court of law for CEQA non-compliance. ENVIRONMENTAL IMPACT: None CONFLICT OF INTEREST N/A CONSISTENCY WITH IMPLEMENTATION PLAN Adoption of Agency Resolution 856 enables the Agency to complete its goals and objectives in compliance with the California Environmental Quality Act.
