reasonable shall be determined on a case by case basis with the understanding by all parties that the <br />needs and objectives of the organization are of prime importance. <br />ARTICLE II <br />COMPENSATION <br />Section 1: Salary <br />All employees in the above -represented classifications shall receive a base salary as set forth in the Pay and <br />Classification Plan for the City of Colton. <br />■ Effective 1/1/05, all unit employees shall receive an across-the-board base salary increase of 3.75%. <br />■ Effective 7/1/05, all unit employees shall receive an across-the-board base salary increase of 3.25%. <br />■ Effective 7/1/06, the City and CPOA will jointly complete a compensation study for each represented <br />classification among comparable classifications from the nine (9) eight (8) cities listed below in this MOU. <br />The compensation study shall compile the appropriate figures for each survey jurisdiction based on the <br />amounts that will be in effect on July 30, 2006: <br />♦ Top step base pay. <br />♦ City contributions towards Medical, Dental, and Vision insurance. <br />♦ Deferred Compensation Contribution by City/Agency. <br />♦ Fitness pay. <br />♦ Bilingual Pay <br />♦ Maximum longevity pay. <br />♦ Maximum education incentive pay and certificate (i.e., POST) incentive pay. <br />♦ Maximum uniform allowance. <br />♦ Shift Differential <br />♦ Retiree plan (i.e., 2%@50, 3%@50, etc.). The survey will reflect the city paid portion up to 9% of <br />base salary. <br />For 2006, at the end of the compensation study, the base salary of each classification shall be increased by <br />whatever amount is necessary to cause the total compensation of that classification to be either the average <br />or median of the surveyed jurisdictions, whichever is higher, with a minimum increase of 3.5% and a <br />maximum increase of 5.5%. <br />■ Effective 1/1/07, all unit employees shall receive an across-the-board increase of 3.0%. <br />■ Effective 4/1/07, all unit employees shall receive an across-the-board increase of 1%. <br />■ Effective 7/1/07, the City and CPOA will jointly complete a compensation study for each represented <br />classification among comparable classifications from the eight (8) cities listed below in this MOU. The <br />compensation study shall compile the appropriate figures referenced above for each survey jurisdiction <br />based on the amounts that will be in effect on July 1, 2007 with a minimum 4.5% to a maximum 6.5% <br />increase of either the average or median, whichever is greater. <br />■ Effective 7/1/07, the City and CPOA will jointly complete a compensation study for each represented <br />classification among comparable classifications from the eight (8) cities listed below in this MOU. The <br />compensation study shall compile the appropriate figures referenced above for each survey jurisdiction <br />based on the amounts that will be in effect on July 1, 2008 with a minimum 4.5% to a maximum 6.5% <br />increase of either the average or median, whichever is greater. <br />The survey cities are: Chino, Fontana, Montclair, Ontario, Redlands, Rialto, San Bernardino and Upland No cities <br />shall be added to or removed from this list during the term of the MOU. <br />Section 2: Longevity Pay <br />Employees who have been employed by the City of Colton Police Department for five years or more, and have <br />received satisfactory performance evaluations for the previous two years, shall receive, after the determination of <br />range and step, an additional two percent of base salary. <br />Page 8 of 21 <br />CPOA (Police) MOU 2006-2009 FINAL <br />
