ITEM #32 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OFJULY 18, 2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: AMEND THE MERLIN JOHNSON CONTRACT IN THE AMOUNT OF <br />$8,300 FOR ADDITIONAL PIPELINE INSTALLATION SERVICES ON <br />MT. VERNON (FROM LYTLE CREEK CHANNEL TO LA CADENA). <br />DATE: JULY 10, 2006 <br />BACKGROUND: <br />The City of Colton has old steel water mains that are over 50 years old. The old steel pipes are <br />corroded and rusty causing leaks and discolored water to our customers. To correct the problem <br />of the discolored water and leaks in the old steel pipes, a Mainline Replacement Program was <br />implemented to replace the old steel pipes. The City's Water Division has replaced 29,673 feet of <br />old steel pipe with Polyvinyl Chloride (PVC) pipe as well as adding new fire hydrants and <br />appurtenances to the affected residents. <br />DISCUSSION/ANALYSIS: <br />Merlin Johnson was awarded the contract for labor and equipment rental in the amount of <br />$24,500 to replace the old 2" steel water line on Mt. Vernon between Citrus from Lytle Creek <br />Channel to La Cadena with 12" C-900 PVC Pipe. <br />The contract for Mt. Vernon has exceeded the $24,500 due to the extra work done on locating the <br />unmarked utilities, soils being very sandy and the extra work on excavating and connecting new <br />12" C-900 PVC Pipe on to the 12" water main on Citrus. Due to the soil conditions it has made it <br />difficult to trench large sections at a time and the 12" C-900 PVC pipe is larger in diameter and <br />heavier than the 8" C-900 PVC pipe installed in other pipeline replacement areas of the City. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Capital Improvement Main Line Replacement Account 521- <br />8128-8106-3890-0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Merlin Johnson Construction, Inc. <br />President or Equal: Merlin Johnson, President <br />Contact: <br />7/10/03 Cry Clerk's Office Cb <br />David Schultz.
