CITY OF COLTON ITEM #13 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 18,2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Josefina M. Kenline, Assistant to the City Manager <br />SUBJECT: Accept the California Department of Conservation, Division of Recycling, <br />Beverage Container Recycling Grant and Approve the Appropriation <br />Budget in the Amount of $13,853. <br />DATE: July 10, 2006 <br />BACKGROUND: <br />On January 1, 2000, Senate Bill 332 (Chapter 815, Statutes of 1999) established the City/County <br />Payment Program. The Beverage Container Recycling and Litter Reduction Act authorized the <br />Department of Conservation (Department) to allocate a total of $10.5 million on an annual basis to <br />eligible cities and counties for beverage container recycling and litter cleanup activities. The goal of <br />California's beverage container recycling program is to reach and maintain an 80 percent recycling <br />rate for all California Refund Value (CRV) beverage containers. The City of Colton received this <br />grant funding in fiscal year 2004-2005 and in fiscal year 2005-2006. The City established a <br />recycling program to assist the Department in reaching this goal. The grant funds were used to <br />promote education to our community through the after school youth program at Parks and <br />Recreation. During fiscal year 2005-2006, the City purchased recycling containers and placed <br />them throughout the City. The Police Activities League and Parks and Recreation continue to <br />implement programs and activities to encourage recycling and encourage recycling awareness <br />among the youth. <br />On June 6, 2006, the Department notified the City of Colton that it would be awarded a non- <br />competitive Beverage Container Recycling Grant in the amount of $13,853. The City of Colton <br />completed the required grant application that specified how the City would work with the Colton <br />PAL program and the Community Services Department programs to promote beverage container <br />recycling in our community. <br />DISCUSSION/ANALYSIS: <br />The City prepared and submitted a budget to the Department that outlined how the grant funding <br />will be used to promote beverage container recycling, according to their guidelines. During fiscal <br />year 2006-2007, the City will continue to promote recycling awareness by educating youth in the <br />community through recycling programs in the Police Activities League and after school programs. <br />PAL will promote beverage recycling and be able to redeem the CRVs from the City facilities. <br />During one of PALs promotional events, the community will be invited to bring their CRV <br />containers. In addition, the Community Services Department programs will receive materials to <br />teach the youth on the importance of recycling CRV containers and other recyclable materials. <br />The City will also purchase recycled content products, such as recycled park and playground <br />equipment, to promote recycling awareness in the community. <br />
