MEAD, Director <br />Department of Public Works - Transportation <br />COOPERATIVE AGREEMENT WITH THE CITY OF COLTON TO PROVIDE <br />FUNDING FOR SIDEWALKS AND FLASHING BEACON DEVICE <br />RECOMMENDATION: <br />1. Adopt Resolution No. 2006-388 determining that County funds in the amount of <br />$500,000 shall be used to install and improve sidewalks on Laurel Street as well as install <br />a flashing beacon device adjacent to Paul Rogers Elementary School located in the City <br />of Colton (Four votes required). <br />2. Approve a Cooperative Agreement No. 06-1169 with the City of Colton in which the <br />County of San Bernardino will contribute an amount not to exceed $500,000 toward the <br />cost for installing and improving sidewalks on Laurel Street and installing a flashing <br />beacon device adjacent to Paul Rogers Elementary School. <br />BACKGROUND INFORMATION: On November 1, 2005, as part of the fiscal year 2005/2006 <br />Mid -Year Budget Adjustments action (Item No. 48), the Board of Supervisors approved a County <br />General Fund allocation in the amount of $500,000 to the City of Colton (City) for installation and <br />improvement of sidewalks on Laurel Street and installation of a flashing beacon device adjacent <br />to Paul Rogers Elementary School. This funding has already been transferred from the General <br />Fund to the County Road Fund (SAA -TRA -TRA). A cooperative agreement with the City has <br />been prepared so these funds may now be transferred to the City. The City will act as lead <br />agency for design and construction of the project. In accordance with this proposed agreement, <br />the County will contribute an amount not to exceed $500,000 in total for work related to the <br />project. The City approved this agreement on October 2, 2006. <br />In accordance with Section 1686 of the Streets and Highways Code, the Board of Supervisors <br />must adopt a resolution (by a four-fifths vote) determining that county aid shall be extended for <br />the improvement or maintenance of a street within a city.
