CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF July 18,2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Blanca Arambula, Human Resources Analyst ?6A <br />APPROVAL: Anthony Arroyo, Human Resources Director <br />ITEM #9 <br />SUBJECT: Approve and Adopt A Consolidated Salary Resolution for both <br />Part-time and Full-time Classifications; Establish limited <br />medical benefits for graduate level management interns <br />DATE: July 6, 2006 <br />BACKGROUND: <br />Job Table: Maintenance of the City's job table falls under the responsibility of the Human <br />Resources Department, including presenting a comprehensive salary resolution incorporating <br />changes to Council twice a year. The last consolidated salary resolution (full-time & part-time <br />classifications) was approved by Council on March 7, 2006. In the interim, the City has undergone <br />continuous changes due to several factors including cost of living adjustments per negotiated <br />mous. <br />Interns: The City is a strong advocate of higher education and implemented an in house internship <br />program more than a decade ago that was historically underutilized. Between 2000 and 2003, the <br />City hired seven management interns; all but one separated from the city. Between 2004 through <br />present, the city hired seventeen management intems; 10 still remain employed with the city. <br />DISCUSSIOWANALYSIS: <br />Job Table: As of March 7, 2006, Council has approved compensation adjustments for several <br />employee Associations/Unions, implemented salary adjustments resulting from salary studies and <br />undergone reorganization. The attached salary resolution consolidates all of the salary changes <br />from March 7, 2006 through July 17, 2006 into one (1) comprehensive salary resolution. The <br />detailed grade/step listing is not included as an attachment; the listing outlines each position's five <br />step pay grade. The detailed grade/step listing is 120 pages long and in an effort to save paper, <br />will be available on the HR Share along with the job table for review. <br />Intems: In 2004 the City realized that it was underutilizing the management intern program and <br />partnered with Cal State San Bernardino to attract qualified students. To date, the program has <br />been highly successful for both Cal State as well as the City. However, competition to retain as well <br />as attract qualified candidates is a challenge, specifically with graduate level students. In order to <br />remain competitive, the City is recommending that graduate level management interns who have <br />been employed with the city for three months and work an average of 20 hours per pay period be <br />eligible to receive partial medical benefits. The­a—ity currently offers partial medical benefits ($400 <br />per month) to permanent part-time employees and would simply extend the benefit to the graduate <br />level students. <br />
