A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPOINTING A REPRESENTATIVE AND AN <br />ALTERNATE AND SUBSTITUTE ALTERNATE REPRESENTATIVE <br />TO THE GOVERNING BOARD OF THE INDEPENDENT CITIES <br />RISK MANAGEMENT AUTHORITY (ICRMA) <br />WHEREAS, the City of Colton ("City") is a member of the Independent Cities <br />Risk Management Authority ("ICRMA"), a joint powers authority created pursuant to the <br />provisions of the California Government Code; and <br />WHEREAS, ICRMA provides a Liability Risk Management Program, Property <br />Risk Management Program, Workers' Compensation Risk Management Program, and <br />other programs for its members; and <br />WHEREAS, the Joint Powers Agreement provides that the city council of each <br />member city shall appoint a member of the city council as that city's representative to the <br />ICRMA Governing Board and also authorizes the appointment of an alternate <br />representative and a substitute alternate representative to represent the city's interest in <br />the absence of the city council appointee; and <br />WHEREAS, City desires to designate its representative to the ICRMA Governing <br />Board; <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Colton does hereby find, determine and declare as follows: <br />SECTION 1. That John Mitchell (must be an elected official) is hereby appointed <br />to serve on the ICRMA Governing Board and to the Risk Management Programs in <br />which this City participates. <br />SECTION 2. That Dilu de Alwis (may be a staff person) is hereby appointed as <br />the alternate, to serve on the ICRMA Governing Board and to the Risk Management <br />Programs in which this City participates in the absence of the primary member noted in <br />Section I above. <br />SECTION 3. That Jose Figueroa (may be a staff person) is hereby appointed as <br />the substitute alternate, to serve on the ICRMA Governing Board and to the Risk <br />Management Programs in which this City participates in the absence of the primary and <br />alternate members noted in Sections I and 2 above. <br />SECTION 4. That the individuals designated by this City Council as the City's <br />representative, alternate and substitute alternate representatives to the ICRMA Governing <br />
