ITEM #30 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />Redevelopment Agency Board Meeting of <br />July 18, 2006 <br />TO: Honorable Chairperson and Boardmembers <br />FROM: Candace E. Cassel, Economic Development Direct <br />SUBJECT: Consideration and Approval of Agency Resolution No. 854 <br />and City Council Resolution approving Amendment No. 1 to <br />the Rancho Mill Construction Management Agreement. <br />DATE: June 8, 2006 <br />BACKGROUND <br />On September 16, 2003, the City Council and Redevelopment Agency Board adopted <br />Resolution No R-100-03 and 819, respectively, authorizing a Promissory Note between the <br />City of Colton and the Agency in the amount of $500,000. This Note enables the Agency to <br />proceed with redevelopment activities in the Rancho Mill Project Area. Specific projects <br />were identified and prioritized by the Citizens Advisory Committee (CAC) and the City's <br />Engineering Department at the final CAC meeting held on January 13, 2004. The Agency <br />adopted Resolution 822 on February 3, 2004 prioritizing the public improvements to be <br />constructed. <br />After approval of Agency Resolution 822, prioritizing the projects, another project was <br />identified for inclusion: installation of curbs, gutters and sidewalks on the north side of Citrus <br />Street from Pennsylvania Avenue to Bryn Mar Court. The City's DRC (Design Review <br />Committee) reviewed the additional public improvement on March 15, 2004. The Planning <br />Commission approved Resolution No. R-05-04 on March 23, 2004, confirming that the <br />improvement is consistent with the City's General Plan. City Council approved Resolution <br />No. 826 which amends Agency Resolution No. 822 to add said location to the list of <br />prioritized public improvement projects which benefit the Rancho Mill Project Area. <br />On April 6, 2004, the Redevelopment Agency Board approved Agency Resolution No. 829 <br />and the City Council approved Resolution R-35-04, which approved entering into the Rancho <br />Mill Construction Management Agreement (Attachment 'W') for the purpose of paying for the <br />cost of the installation and construction of certain public work improvement projects situated <br />in or of benefit to the Rancho Mill Project Area. <br />DISCUSSION/ANALYSIS <br />The City Engineer has recommended to the Agency that additional certain public <br />improvement projects which are situated inside, or of benefit to, the Rancho Mill Project Area <br />be installed and constructed at the earliest feasible time. <br />It is being requested that funds be redirected from previously authorized projects, which have <br />been completed and remaining funds have been identified in order to complete additional <br />R:\Administrabon\Meetings\2006 MeetingsUuly 18, 2006\Staff Report Rancho Mill Amendment No 1 to CMA.doc <br />
