Citrus Street from Pennsylvania to Bryn Mar Court $51,412 11. 2 to 1 Matching Home Beautification Program $50,000 Total Estimated Cost: $500,000 *these numbers represent the estimates at the time the item was presented for considerabon On April 6, 2004, the Redevelopment Agency Board approved Agency Resolution No. 829 and the City Council approved Resolution R-35-04, which approved entering into the Rancho Mill Construction Management Agreement (Attachment "A") for the purpose of paying for the cost of the installation and construction of certain public work improvement projects situated in or of benefit to the Rancho Mill Project Area. DISCUSSION/ANALYSIS Section 33445 of the Health and Safety Code, provides authority for a redevelopment agency to pay, with the consent of the City Council, for all or part of the land for and the cost of installing and construction of any building, facility, structure, or other improvement which is publicly owned either within or outside of the project area, if the City Council makes the following findings: 1) That the building, facility, or other improvements are of benefit to the project area or the immediate neighborhood in which the project is located. 2) That no other reasonable means of financing the buildings, facilities, or other improvements are available to the community. 3) The payment of funds for the acquisition of land or the cost of buildings, facilities, structures, or other improvements, will assist in the elimination of one or more blighting conditions inside the project area or provide housing for low- or moderate -income persons, and is consistent with the implementation plan. One of the projects that is being recommended for reallocation of funds is located outside the project area: - Curb, Gutter, and Sidewalk Acacia Street Improvements Section 33445 - Benefit Findings: The curbs, gutters and sidewalks located outside the project area to include "Acacia St., west of Pennsylvania to the end of the street" benefit the project area and surrounding neighborhoods as follows: The curbs, gutters and sidewalks will enhance the visual aesthetics of the area, improve safety, serve as an element of community design and provide needed pedestrian improvements that are lacking in the area. The public improvements occurring outside the project area are part of an overall public improvement project running through the project area and serve to complete the public improvements on street blocks running within and without the Project Area. Further, each section of improvements is part of a main thoroughfare that traverses the project area.
