Citrus Street from Pennsylvania to Bryn Mar Court $51,412 <br />11. 2 to 1 Matching Home Beautification Program $50,000 <br />Total Estimated Cost: $500,000 <br />*these numbers represent the estimates at the time the item was presented for considerabon <br />On April 6, 2004, the Redevelopment Agency Board approved Agency Resolution No. 829 <br />and the City Council approved Resolution R-35-04, which approved entering into the Rancho <br />Mill Construction Management Agreement (Attachment "A") for the purpose of paying for the <br />cost of the installation and construction of certain public work improvement projects situated <br />in or of benefit to the Rancho Mill Project Area. <br />DISCUSSION/ANALYSIS <br />Section 33445 of the Health and Safety Code, provides authority for a redevelopment agency <br />to pay, with the consent of the City Council, for all or part of the land for and the cost of <br />installing and construction of any building, facility, structure, or other improvement which is <br />publicly owned either within or outside of the project area, if the City Council makes the <br />following findings: <br />1) That the building, facility, or other improvements are of benefit to the project area or the <br />immediate neighborhood in which the project is located. <br />2) That no other reasonable means of financing the buildings, facilities, or other <br />improvements are available to the community. <br />3) The payment of funds for the acquisition of land or the cost of buildings, facilities, <br />structures, or other improvements, will assist in the elimination of one or more blighting <br />conditions inside the project area or provide housing for low- or moderate -income <br />persons, and is consistent with the implementation plan. <br />One of the projects that is being recommended for reallocation of funds is located outside <br />the project area: <br />- Curb, Gutter, and Sidewalk Acacia Street Improvements <br />Section 33445 - Benefit Findings: <br />The curbs, gutters and sidewalks located outside the project area to include "Acacia <br />St., west of Pennsylvania to the end of the street" benefit the project area and <br />surrounding neighborhoods as follows: <br />The curbs, gutters and sidewalks will enhance the visual aesthetics of the <br />area, improve safety, serve as an element of community design and provide <br />needed pedestrian improvements that are lacking in the area. The public <br />improvements occurring outside the project area are part of an overall public <br />improvement project running through the project area and serve to complete <br />the public improvements on street blocks running within and without the <br />Project Area.
