ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 1, 2006 <br />TO: Honorable Mayor and City Council <br />FROM: Carolina P. Barrera, City Clerk <br />SUBJECT: Conflict of Interest Code (FORM 700) — Amendment <br />DATE: July 27, 2006 <br />BACKGROUND: <br />In compliance with the Political Reform Act of 1974, the City Council established the City's <br />Conflict of Interest Code (Code) in 1976. In 1988, the City Council adopted and enacted <br />Regulation No. 18730, the State's Standard Model Conflict of Interest Code. Through the years, <br />as mandated by law, the City has reviewed and amended its Code. The City Clerk is responsible <br />for the compilation of information and update of the Code, subject to final approval by the City <br />Council. <br />DISCUSSION /ANALYSIS: <br />Following a survey and input from the City's Department Directors, the City Clerk conferred with <br />the Human Resource Department and City Manager Parrish and it was determined that there <br />were sufficient changes to the organization to warrant an amendment to the Code. <br />The proposed Resolution will address three components of the Code: (1) An updated list of <br />Designated Employees; (2) the disclosure categories; and (3) the incorporation by reference of <br />FPPC's amendment to Regulation 18730. <br />FINANCIAL IMPACT: None. <br />ENVIRONMENTAL IMPACT: None. <br />RECOMMENDATION: <br />Staff recommends approval and adoption of the proposed Resolution amending the City of <br />Colton's Conflict of Interest Code (FORM 700). <br />Attachment: Resolution <br />REVIEW TEAM ONLY <br />City Attorney: CO:Z-G 4r -A-1 Finance Director: <br />City Manager: f� 0 OTHER: <br />
