It\( mill, 11 1,
The State only allows 42 enterprise zone designations at any given time. Application for a new
zone does not guarantee that the State will grant the zone and the benefits associated with the
program. Eighteen zones are nearing expiration, leaving eighteen slots available for enterprise
zone designation.
DISCUSSIOWANALYSIS
Enterprise Zone as a Too]: An Enterprise Zone is one of the economic development
advantages that Colton has to offer to prospective and existing businesses over other
jurisdictions.
New Zone Application: The County of San Bernardino, City of San Bernardino, IVDA and
Colton have explored options to complete an application for a multi -jurisdictional enterprise
zone. The proposed name selected by the participating jurisdictions for the new zone is San
Bernardino Valley Enterprise Zone (SBVEZ). Total acres in all jurisdictions located within the
proposed boundaries, regardless of zoning, is 25,776; the City of Colton has 5,698 acres. Part
of the application process included analysis of census block groups to determine eligibility
based upon meeting criteria established by Housing and Community Development (HCD) for
including land in the enterprise zone. While each jurisdiction has a total number of acres
including all zoning, a matrix for sharing the cost of the zone was developed based on acreage
zoned industrial and/or commercial, with IVDA agreeing to fund the total amount of its acreage
before calculating the percentage of the other jurisdictions, since land in those jurisdictions was
also included in the IVDA with the breakdown as follows:
Table 1
Acres Percentage
Jurisdiction IndustriaXommercial Cost Sharing
Colton
2,428
San Bernardino City
7,146
San Bernardino
County
1,619
Total
11,193
—
IVDA 3,845 34%
Colton
2,428
22%
San Bernardino City
7,146
64%_
San Bernardino
County
1,619
14%
Total
11,193
iom.j
Budget: A budget has been established and includes funds in year 1 for an Environmental
Impact Report in the amount of $250,000, along with a Marketing Budget in the amount of
$100,000, (Table 2). Marketing of the proposed zone is critical to ensure that businesses utilize
the benefits of the zone to their fullest.
 W ....... . %1"[,I, -'IIIH, V-1., \[I -- I (Ifif,J / %]()I I III R,J)''11 'I",
