Staff obtained formal, sealed proposals from: 1. Faust Printing, Inc $58,212 2. RNB Printing Solutions $51,212 3. Urimage $70,440 The bid abstract is attached. A response to the RFP was not received by the incumbent vendor, Printing & Promotions Plus. A late response could not be accepted, per section 8, Appendix A of the solicitation, RFP -JS -07004. According to the Colton Municipal Code, contracts for professional services shall be awarded to the vendor who will best serve the interests of the city, taking into account the demonstrated competence, professional qualifications and suitability for the project in general. (CMC Section 3.08.070(F)) Cost is also considered when it is a relevant factor for that particular project. (CMC Section 3.08.070(F)) Proposals from all three companies were evaluated based on the criteria listed in the RFP, including Quality of Workplan/Methodology, Ability to Perform, and Overall Cost. Faust Printing, Inc. scored the highest, providing excellent samples and references. Staff was particularly impressed with Faust Printing, Inc.'s technical achievements and worldwide recognition as the 1999 winner of the Printing Industry's "They Said It Couldn't Be Done" award. On August 9, 2006, Faust Printing, Inc. was invited to participate in a Best & Final round of negotiations to clarify pre -production design timelines, and requirements necessary to meet the City's demanding schedule. Upon receipt of the Best & Final proposal, staff determined that Faust Printing, Inc. offered the best value and is recommending them for award. Some of the agencies that Faust Printing, Inc. provides design & printing services to are: California State University, San Bernardino; The City of Chino Hills; The City of Rancho Cucamonga; The City of Ontario; and Metropolitan Water District of Southern California. Jonathan Marshall, Recreation Manager, City of Chino Hills said that "Faust is great to work with. Faust always accommodates our updates and produces the products and delivers them to the mail house in time to meet our deadlines." He further added that they "went through several vendors with quality issues before finding Faust Printing, Inc. Their customer service is really great." According to Tina Watson, City of Rancho Cucamonga, Faust Printing, Inc "has a top notch in-house design team. They know exactly what is required to meet our expectations. Faust prints all of the City's large print jobs: booklets, calendars, posters, etc." Both cities plan to continue using Faust Printing, Inc and highly recommend their services to the City of Colton.
