ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 15, 2006 <br />TO: Honorable Mayor and City Council <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Approve Recruitment and Ratification of Employee Appointment to the <br />Position of Meter Technician Apprentice in the Electric Utility Department; <br />approve and adopt resolution updating the salary range for Meter <br />Technician Apprentice <br />DATE: August 10, 2006 <br />BACKGROUND: <br />The Meter Technician performs highly skilled electrical work in connection with the installation, testing, <br />and repair of electric meters, instruments, and related equipment. In addition, the Meter Technician is a <br />journey level class that is normally filled by advancement from an apprentice level or prior electric meter <br />maintenance experience. This position provides valuable support to the department and is needed to <br />conduct utility business more efficiently and effectively. The salary range for this position is $4,765 - <br />$5,792 per month. <br />DISCUS SION/ANALYSIS: <br />The Electric Utility has had the Meter Technician position vacant since September 2005, and has been <br />unable to attract qualified candidates through two open recruitments. Due to the difficulty in attracting <br />qualified candidates, the utility proposes to underfill the vacant position with a Meter Technician <br />Apprentice, an authorized and existing position. The Utility also proposes to recruit two apprentice <br />positions, to maximize use of the training program and also to provide coverage in the event of vacations <br />and illnesses. The electric utility has the ability to train and educate its apprentices to the level of <br />Journeyman Meter Technician. There is a need to continuously train qualified personnel to meet the <br />Utility's requirements and maintain steady and reliable service to the citizens of Colton. <br />FINANCIAL IMPACT: <br />Funds are budgeted in account number 520-8000-8003-1010-0580-000, Salaries, Substation Division. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST: <br />None <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the recruitment and ratification of employee appointment <br />to the full time position of Meter Technician Apprentice in the Electric Utility Department, and approve <br />and adopt a resolution updating the salary range for the position of Meter Technician Apprentice. <br />
