Zamora, Community Development Director <br />SUBJECT: CONTRACT FOR BUILDING PLAN CHECK REVIEW SERVICES, <br />BUILDING INSPECTION SERVICES AND AN IN-HOUSE PLAN CHECKER <br />FOR THE COMMUNITY DEVELOPMENT DEPARTMENT TO CCC, INC. <br />FOR A TOTAL ESTIMATED AMOUNT OF $75,000.00. <br />DATE: August 21, 2006 <br />BACKGROUND: <br />CCC, Inc. currently is the consultant performing Building Plan Check Services and Building <br />Inspections. Because property owners and other customers sometimes feel that they should have <br />an alternative when it comes to Building Services, the City's arrangement with CCC, Inc. has worked <br />well. The original scope of services contained in the Request for Proposals requested vendors to <br />perform Building Plan Check Services by a licensed Professional Civil and/or Structural Engineer or <br />Architect in the State of California. The additional service of a Building Inspector to conduct Building <br />Inspections for new construction as required by the Uniform Building Code and a part-time In -House <br />Plan Checker are included. <br />ANALYSIS/DISCUSSION: <br />The Community Development Department budgeted $165,000 for professional consultant plan check <br />and building inspection services this fiscal year. This fiscal year, $33,864.00 in plan check fees have <br />been collected. <br />Section 3.08.140 (E) of the Colton Municipal Code provides an exception to the City's bidding <br />requirements for professional services when the city manager/city council determine that it is in the <br />best interest of the city and its administrative operations to dispense with public bidding for non-public <br />projects. In this case, CCC is already performing these services and are familiar with the City's <br />operations. Therefore, staff believes it would be more efficient and create less disruption to maintain <br />an agreement with CCC. <br />FISCAL IMPACT: <br />Funds for this change order are available in the current fiscal year budget in the following account: <br />100-6300-6302-2350 (Professional Services). <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST: <br />Business Name — CCC Consultants, Inc. <br />President — Tony C'DeBaca <br />CCC Contract 2006/07 <br />
