Zamora, Community Development Director SUBJECT: CONTRACT FOR BUILDING PLAN CHECK REVIEW SERVICES, BUILDING INSPECTION SERVICES AND AN IN-HOUSE PLAN CHECKER FOR THE COMMUNITY DEVELOPMENT DEPARTMENT TO CCC, INC. FOR A TOTAL ESTIMATED AMOUNT OF $75,000.00. DATE: August 21, 2006 BACKGROUND: CCC, Inc. currently is the consultant performing Building Plan Check Services and Building Inspections. Because property owners and other customers sometimes feel that they should have an alternative when it comes to Building Services, the City's arrangement with CCC, Inc. has worked well. The original scope of services contained in the Request for Proposals requested vendors to perform Building Plan Check Services by a licensed Professional Civil and/or Structural Engineer or Architect in the State of California. The additional service of a Building Inspector to conduct Building Inspections for new construction as required by the Uniform Building Code and a part-time In -House Plan Checker are included. ANALYSIS/DISCUSSION: The Community Development Department budgeted $165,000 for professional consultant plan check and building inspection services this fiscal year. This fiscal year, $33,864.00 in plan check fees have been collected. Section 3.08.140 (E) of the Colton Municipal Code provides an exception to the City's bidding requirements for professional services when the city manager/city council determine that it is in the best interest of the city and its administrative operations to dispense with public bidding for non-public projects. In this case, CCC is already performing these services and are familiar with the City's operations. Therefore, staff believes it would be more efficient and create less disruption to maintain an agreement with CCC. FISCAL IMPACT: Funds for this change order are available in the current fiscal year budget in the following account: 100-6300-6302-2350 (Professional Services). ENVIRONMENTAL IMPACT: None.
