Redevelopment Agency Director Cassel introduced Mark Brodeur of Downtown Solutions, consultant for sign ordinance project, who was available to answer questions. Director Cassel facilitated discussion between councilmembers, commissioners and staff and requested direction from both boards on the components of the committee. CM Suchil invited comments from local business present in the audience. Mina Becta, Red Tile Inn, expressed concern regarding recently being advised that their business sign would have to be removed from the Kiosk after many years due to ordinance that is in place. Community Development Director Zamora responded by clarifying that this was not an ordinance rather a resolution and agreed to meet with Ms. Becta to discuss her concerns. Paul Driscoll, TLC Logistics Services Group, located at 1420 E. Cooley, explained he was beginning the process for signs and was provided with a one page summary of the sign ordinance, however it did not include anything on the Cooley Ranch Specific Plan. CM De La Rosa asked staff about restrictions to the ordinance and how it is dealt with. Community Development Director Zamora and Planning Manager Soto identified the allowable signage size/height, temporary/permanent signs, and the code limits on the number of signs a business can have according to type. Associate Planner Warden added that applicants are allowed one wall sign, one pole sign and one monument sign. City Manager Parrish recalled that at the last workshop there was specific discussion on the Cooley Ranch Specific Plan and whether it made sense to use those guidelines throughout the city, and suggested that the business community write down its concerns so they could be addressed. CM Ramos suggested that all sections of the city be uniform. CM Suchil recommended staying away from restrictions. Commission Perez concurred that the ordinance should not be restrictive but uniform. CM De La Rosa recommended consistency in the whole ordinance, and asked the consultant regarding the ordinance as compared to other cities. Consultant Brodeur explained that the ordinance was not restrictive compared to other cities and there can be design standards based on the specific plan such as type of signs to allow, size based on location, illumination type and begin in the section that the committee finds most complicated. Businessman Discoll suggested they begin reviewing a list of sign approvals and denials. Councilmembers concurred with Mayor Bennett as she read from a list of the guidelines for the committee to review as follows: 1. Do away with Cooley Ranch Specific Plan 2. Use sign guidelines 3. List issues 4. Set Standards look at other areas for up to date signs that are reflective distinctly of the City of Colton 5. Review other cities 6. Use Survey results to guide committee 7. Use up-to-date ordinances from other cities as models and add sign -off on planned signage as part of Planning review process for new businesses 8. Types of signs to be allowed 9.
