CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 19, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: National Incident Management System (NIMS) Adoption <br />DATE: September 11, 2006 <br />BACKGROUND: <br />State law requires local governments to adopt emergency operations plans that utilize the <br />Standardized Emergency Management System (SEMS). SEMS uses a standardized <br />framework for coordinated responses to emergencies and disasters by public agencies at the <br />local, regional, and state level. The City of Colton adopted its most recent SEMS -compliant <br />emergency operations plan in 2004 and will be required to update this plan in 2007. The City <br />also adopted a Hazard Mitigation Plan in 2005, in accordance with federal law. <br />Pursuant to Homeland Security Directive -5, the federal Department of Homeland Security has <br />developed National Incident Management System (NIMS) requirements. NIMS compliance is <br />required in order for jurisdictions to receive federal preparedness grant funds. California's SEMS <br />program served as a model for the federal government in its development of NIMS. <br />DISCUSSION/ANALYSIS: <br />While California public agencies are compliant with many of the NIMS requirements, there are <br />some additional mandates. NIMS and incident command training for employees is to be started by <br />September 30, 2006. There are additional training requirements for 2007. The City Disaster <br />Preparedness Division is coordinating with the San Bernardino Operational Area Coordinating <br />Council on the most effective ways to comply with these training requirements. <br />By September 30, 2006, cities are required to adopt a resolution formally adopting NIMS into the <br />existing California SEMS framework. The attached resolution is based on a sample prepared by <br />the California Office of Emergency Services. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None. <br />
