DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHORIZE THE PUBLIC WORKS DEPARTMENT TO SUBMIT AN <br />APPLICATION TO THE SAN BERNARDINO COUNTY FLOOD <br />CONTROL DISTRICT REQUESTING FUNDING FOR PHASE 1 AND <br />PHASE 2 OF THE 3-5 COMPREHENSIVE STORM DRAIN PROJECT. <br />DATE: SEPTEMBER 26, 2006 <br />BACKGROUND: <br />The San Bernardino County Flood Control District (SBCFCD) is responsible for flood control <br />functions throughout the County of San Bernardino. These functions include the development <br />and maintenance of: dams, conservation basins, and storm drain channels. The purpose of <br />ongoing and proposed improvements overseen by SBCFCD is to intercept and direct flood flows <br />away from major developed areas of the County. In 1973, a conceptual plan was developed <br />identifying improvements that would provide the channeling system necessary to eliminate area <br />flooding in the westerly portion of Colton by providing collection systems and a conduit to the <br />Santa Ana River. This conceptual plan, the 3-5 Comprehensive Storm Drain Project, has since <br />been revised various times to ensure the project design would not disturb the nearby habitat of the <br />Delhi Sands Flower Loving Fly, an endangered species. This project has been phased into five <br />phases to make it financially feasible. <br />DISCUSSION/ANALYSIS: <br />The most recent cost analysis of this project establishes the current dollar costs at $21,024,000. <br />At this time Phase 3 is fully funded and is under construction. The City requests authorization to <br />submit a funding request to the San Bernardino County Flood Control District calling for a funding <br />allocation which would provide for the construction of Phase I and Phase 2. At this time the total <br />cost of construction for Phase 1 is $3,812,000. The total cost of construction for Phase 2 is <br />$5,610,000. The City of Colton has an available match of two million dollars and would propose <br />that the SBCFCD provide for the $7,422,000 needed to complete Phase I and 2. This funding <br />request will provide the needed infrastructure to County and City residents <br />FINANCIAL IMPACT: <br />The SBCFCD will notify the City if its funding request will be met in February 2007. The proposed <br />two million dollar match for Phase 1 and 2 of the 3-5 Comprehensive Storm Drain Project is <br />available in a combination of funding sources: development fees (fund 754), general fund reserve, <br />Measure I (fund 218), Gas Tax (fund 210) and Host City Fees (fund 240). If SBCFCD awards the <br />funding request to the 3-5 Comprehensive Storm Drain Project the Public Works Department staff <br />will bring a resolution to Council to budget the awarded funding and identify the City's specific <br />match allocation by funding source. <br />ENVIRONMENTAL IMPACT: <br />Not applicable. <br />7/10/03 City Clerk's Office Cb <br />
