ITEM ##11
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF October 3, 2006
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: Tom Hendrix, Fire Chief
SUBJECT: Approve Acceptance of State Homeland Security Grant FY
2005 in the amount of $18,122.00 and Consider a Resolution
Amending the Budget for Fiscal Year Commencing July 1,
2006 and Ending June 30, 2007
DATE: October 3, 2006
BACKGROUND:
As part of the national effort to prepare for potential terrorist attacks, the United States
Department of Homeland Security made grant funds available to local first responders.
This funding is administered through the State Homeland Security Grant Program and
locally through San Bernardino County OES. The grant is available on a reimbursement
basis and does not require matching funds.
The Federal Government has mandated that the funds be earmarked for the following
categories: equipment, exercises, training, and planning and administration. Expenditures
in the equipment category were required to come from federally approved equipment lists.
DISCUSSION/ANALYSIS:
The grant, in the amount of $18,122, has been approved by the State Office of Homeland
Security and the San Bernardino County Board of Supervisors. The grant funds received
by the Fire Department will be expended in the equipment category and will be used to
purchase EMS equipment, and USAR Search and Rescue equipment.
The grant requires that we purchase the equipment and then submit a reimbursement
application to San Bernardino County OES.
FINANCIAL IMPACT:
Acceptance of the State Homeland Security Grant requires an amendment to the 2006-
2007 Fiscal Year Budget, increasing the Revenue Estimate in Account Number 225-5879
in the amount of $18,122, and the increase of appropriations in Fire Department Account
Number 225-6090-6091-4930 in the amount of $18,122.
