More specifically, the City <br />may establish preferential parking zones to provide parking to residents and mitigate the effects <br />of non-resident parking; and, <br />WHEREAS, the City's current preferential parking regulations have been in place to <br />address parking shortages in residential areas, where non-residents' extended parking has led to <br />congestion, reduced availability for residents, and associated issues like increased noise; and, <br />WHEREAS, the existing regulations under Colton Municipal Code Chapter 10.44 have <br />become complex, leading to administrative inefficiencies and misunderstanding among residents <br />regarding eligibility, application, and enforcement of permits. This complexity also hampers <br />effective enforcement and equitable application of the parking rules; and, <br />WHEREAS, the City Council of the City of Colton ("City Council") proposes to amend <br />Chapter 10.44 to streamline the process for establishing, modifying, or terminating preferential <br />parking zones. Key changes include simplification of the petition process for initiating a zone, <br />requiring signatures from 75% of property owners; clarification of permit distribution, allowing <br />up to two permits per residence for residents and one for visitors, aiming to balance resident <br />needs with parking availability; and the introduction of clearer guidelines for permit revocation to <br />ensure compliance and fairness; and, <br />WHEREAS, these changes are intended to enhance administrative efficiency by reducing <br />the complexity of application and management processes, improve clarity for residents and <br />property owners about their rights and responsibilities under the preferential parking program, <br />promote better parking management, which in turn supports neighborhood stability and resident <br />
