CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF October 3, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARK NUAIMI, ASSISTANT CITY MANAGER <br />SUBJECT: RESCIND CITY COUNCIL ACTION ON JUNE 12, 2006 TO <br />REQUEST THE LOCAL AGENCY FORMATION COMMISSION <br />TO INITIATE ANNEXATION PROCEEDINGS FOR <br />UNINCORPORATED "ISLAND" AREAS AND REPEAL <br />RESOLUTION NO. R-59-06 <br />DATE: September 25, 2006 <br />BACKGROUND: <br />On June 12, 2006, the City Council adopted Resolution No. R-59-06 which requested the Local <br />Agency Formation Commission ("LAFCO") for San Bernardino County to initiate proceedings for <br />the annexation of the unincorporated "island" areas (various parcels throughout the City's <br />unincorporated sphere of influence) to the City of Colton city limits. The City Council had <br />previously adopted Resolution No. R-36-06, on March 21, 2006, which approved the City's island <br />annexation program and directed staff to file the island annexation map with LAFCO. The <br />Council's actions were in accordance with new legislation that became effective in 2005 regarding <br />annexation of existing islands of unincorporated territory. <br />DISCUSSION/ANALYSIS: <br />After the adoption of Resolution No. R-59-06, City staff worked with LAFCO staff regarding the <br />annexation proceedings for the unincorporated "island" areas. City staff learned from LAFCO that <br />a public hearing was required to be held prior to adoption of a resolution requesting LAFCO to <br />initiate annexation proceedings. In response to LAFCO's request, on September 19, 2006, the <br />City Council held a public hearing regarding the proposed annexation of the unincorporated <br />"island" areas. Numerous residents of the unincorporated areas spoke against the proposed <br />annexation. After the public testimony concluded, the Council closed the public hearing and voted <br />unanimously to cease any further actions or proceedings regarding the annexations. As a follow- <br />up measure, City staff has prepared the attached Resolution No. R-132-06 to officially repeal <br />Resolution No. R-59-06. <br />FINANCIAL IMPACT: <br />None. <br />
