Cassel, Economic Development Director <br />SUBJECT: Consideration of City Council Resolution Authorizing the Signatory, <br />Contact and Lead Agency for the San Bernardino Valley Enterprise Zone <br />Application, Implementation and Environmental Impact Report <br />DATE: September 25, 2006 <br />BACKGROUND <br />On August 15, 2006, the City Council approved participation in the multi -jurisdictional <br />application for the San Bernardino Valley Enterprise Zone (SBVEZ) to be comprised of acreage <br />in the City of Colton, City of San Bernardino, County of San Bernardino and IVDA. <br />The application was completed and submitted for consideration to HCD on September 5, 2006. <br />DISCUSSION/ANALYSIS <br />The application review process by HCD includes identifying deficiencies in the applications <br />received in order for the applicants to clarify or remedy them by the deadline established so <br />consideration of the applications can continue. One of the deficiencies noted was the <br />requirement for each jurisdiction participating in the application to execute a resolution separate <br />from the MOU which specifically authorizes the signatory for the proposed zone, the <br />appointment of a contact for the proposed zone, and designation of the lead agency for the <br />environmental review process for the proposed zone. <br />Pursuant to the MOU approved on August 15, 2006, the authorizations are as follows: <br />• The City Manager of the City of San Bernardino is authorized to sign the enterprise zone <br />application for the proposed San Bernardino Valley Enterprise Zone (SBVEZ); <br />• The County's Director of the Department of Economic Development, or designee, is <br />authorized to sign the MOU between HCD and the proposed SBVEZ, as well as other <br />documents necessary for the implementation of the Enterprise Zone; <br />• The County's Director of the Department of Economic Development, or designee, is <br />authorized as the Contact person for the SBVEZ; <br />• The City of San Bernardino is authorized to act as Lead Agency for all environmental <br />review purposes through the final certification of the Environmental Impact Report and <br />the City Planner of the Development Services Department of the City is authorized to <br />sign all documents relating to the environmental review process. <br />FINANCIAL IMPACT <br />N/A <br />
