Cassel, Economic Development Director SUBJECT: Consideration of City Council Resolution Authorizing the Signatory, Contact and Lead Agency for the San Bernardino Valley Enterprise Zone Application, Implementation and Environmental Impact Report DATE: September 25, 2006 BACKGROUND On August 15, 2006, the City Council approved participation in the multi -jurisdictional application for the San Bernardino Valley Enterprise Zone (SBVEZ) to be comprised of acreage in the City of Colton, City of San Bernardino, County of San Bernardino and IVDA. The application was completed and submitted for consideration to HCD on September 5, 2006. DISCUSSION/ANALYSIS The application review process by HCD includes identifying deficiencies in the applications received in order for the applicants to clarify or remedy them by the deadline established so consideration of the applications can continue. One of the deficiencies noted was the requirement for each jurisdiction participating in the application to execute a resolution separate from the MOU which specifically authorizes the signatory for the proposed zone, the appointment of a contact for the proposed zone, and designation of the lead agency for the environmental review process for the proposed zone. Pursuant to the MOU approved on August 15, 2006, the authorizations are as follows: • The City Manager of the City of San Bernardino is authorized to sign the enterprise zone application for the proposed San Bernardino Valley Enterprise Zone (SBVEZ); • The County's Director of the Department of Economic Development, or designee, is authorized to sign the MOU between HCD and the proposed SBVEZ, as well as other documents necessary for the implementation of the Enterprise Zone; • The County's Director of the Department of Economic Development, or designee, is authorized as the Contact person for the SBVEZ; • The City of San Bernardino is authorized to act as Lead Agency for all environmental review purposes through the final certification of the Environmental Impact Report and the City Planner of the Development Services Department of the City is authorized to sign all documents relating to the environmental review process.
